NOTICE OF APPLICABILIT_ - 3 - 30 July 1999 <br /> U.S. ARMY COE AND PORT OF STOCKTON <br /> SAN JOAQUIN, SACRAMENTO, AND CONTRA COSTA COUNTIES <br /> OPERATIONAL PLAN <br /> The Operational Plan included with the NOI states that the dredged sediments and water will be pumped <br /> or transported from the dredger to the DMD sites. Dredged sediment will be allowed to settle for a <br /> minimum settling/detention time in order to ensure the decant water does not exceed a maximum total <br /> suspended solids concentration. The minimum detention time and maximum total suspended solids <br /> concentrations identified in the DMD Operational Plan for each site that must be adhered to before the <br /> dredged decant water is allowed to return to the San Joaquin River are as follows: <br /> DMD Site Location Minimum Detention Time Maximum TSS <br /> Roberts Island 1 24 hours 300 mg/1 <br /> Roberts Island H 24 hours 300 mg/l <br /> Bradford Island 24 hours 70 mg/1 <br /> S-4 24 hours 100 mg/1 <br /> Scour Pond 24 hours 70 mg/1 <br /> McCormick Pit 24 hours 70 mg/1 <br /> Augusto Pit 24 hours 70 mg/1 <br /> Monitoring of the dredging operations and at the dredge disposal site will be performed by the COE's <br /> contractor according to the General Order and approved Operational Plan. <br /> GENERAL INFORMATION <br /> 1. The project shall be constructed and operated in accordance with the requirements contained in the <br /> General Order and with the information submitted in the NOI. The conditional Notice of <br /> Applicability shall be lifted after the review and approval of the contractor's Disposal Plan, Water <br /> Quality Monitoring and Testing Plan, and a Toxicity Contaminant Reduction Plan by the Executive <br /> Officer. <br /> 2. Regional Board staff shall be notified at least 24 hours prior to the start of project construction <br /> activities. <br /> 3. An annual fee may be assessed against this project until a Notice of Termination has been received <br /> notifying the Board that this project is complete. <br /> 4. Discharge of material other than `Inert Waste' dredged sediment from the Stockton Deep Water Ship <br /> Channel Maintenance Project to the DMD sites shown on Attachment 1 is prohibited. <br /> 5. Waste Discharge Requirements Order No. 88-143 receiving water limitations must be adhered to at <br /> all times for the decant water discharge off of Augusto Pit in the Sacramento River. <br />
