WASTE DISCHARGE REQUi—e-N ENTS GENERAL ORDER -5- <br /> US ARMY CORPS OF ENGINEERS <br /> PORT OF STOCKTON <br /> MAINTENANCE DREDGING STOCKTON DEEP WATER SHIP CHANNEL <br /> CONTRA COSTA, SACRAMENTO, &SAN JOAQUIN COUNTIES <br /> Maximum Concentration <br /> Maximum Concentration for Discharging Dredge <br /> for Discharging Dredge Materials to DMD Site and <br /> Constituent Materials to DMD Site Return Waters to San Joagpin River <br /> Totals SolubleS2 Totals' 1 i le 2 <br /> Thallium 5.0 mg/kg 0.002 mg/1 2.5 mg/kg 0.002 mg/1 <br /> Zinc 300 mg/kg 5.0 mg/1 300 mg1kg 5.0 mg/l <br /> I If the above total concentrations are exceeded then the Discharger may submit a technical report to <br /> demonstrate whether the expected dredge return water from the DMD exceeds the applicable Receiving <br /> Water Limits(RWL)when actual river concentrations and representative flow values are used. <br /> Provision F.1,provides the process for determining whether the expected concentrations in the river <br /> after the DMD discharge exceed the RWL. <br /> 2 Soluble concentrations to be determined using methods specified in the monitoring and reporting <br /> program. <br /> 3 Soluble sediment limits for arsenic can exceed the 0.005 mg/1,provided the Discharger can <br /> demonstrate to the satisfaction of the Executive Officer that the dredged sediment slung from the <br /> dredge and the dredge return water from the decant ponds will not exceed 0.050 mg/l. <br /> 4. If the Executive Officer finds that the proposed discharge qualifies for coverage under <br /> this Order, the Discharger shall be issued a Notification of Applicability statement. The <br /> Dischargers are not covered by this Order until they have been issued a Notification of <br /> Applicability by the Executive Officer. <br /> B . DISCHARGE PROHIBITIONS: <br /> 1. The direct discharge of wastes to surface waters or surface water drainage courses other <br /> than the return flow from the sedimentation basins is prohibited. <br /> 2. The discharge of dredge return water from hopper dredges to surface waters is <br /> prohibited. <br /> 3. The discharge of sanitary waste to sedimentation basins at DMD sites is prohibited. <br /> 4. The discharge of hazardous or designated waste to the sedimentation basins is <br /> prohibited. <br /> C . DISCHARGE SPECIFICATIONS: <br /> 1. The discharge of dredged materials shall only be to the sites identified in Finding No. 6 <br /> of this Order. DMD sites previously used for disposal of construction or maintenance <br />
