Riverview Dr. <br /> San Bernardino, CA 92408 <br /> _REVIEW OF WORT{PLANFORSTOCKPILESAMPLING MONIERLIFETILE'SLATHROP <br /> AND FRENCH CAMP FACILITIES, SAN JOA QUIN COUNTY <br /> I have reviewed the Workplan for Stockpile Sampling MonierLifetile's Lathrop and French Camp <br /> Facilities submitted on your behalf by Brown and Caldwell. The plan proposes to collect representative <br /> samples from waste tile stockpiles, any ponded water adjacent to those stockpiles, and statistically <br /> determine if the waste tile exceeds that regulatory criteria for chromium and chromium VI. <br /> Board staff concurs with the workplan as written for sampling the>waste tile stockpiles. We understand <br /> that because of the late start you will be unable to comply with the 31 March 2001 date for submittal of <br /> results. After 31 March 2001, MonierLifetile will be in violation of Section 13267 of the Porter Cologne <br /> Water Quality Control Act. Because you are attempting to comply with board requests, staff will not <br /> recommend enforcement at this time. However, if submittal of sample results is delayed beyond 20 <br /> April 2001, staff will recommend assessment of civil liability in an amount that shall not exceed one <br /> thousand dollars ($1,000) for each day since the violation occurred, 31 March 2001. <br /> We expect submittal of a workplan to collect groundwater samples as requested by 31 March 2001. <br /> If you have any questions, please call me at (916) 255-3814. <br /> ROSS D.
