PHASE H HAZARDOUS MATERIALS <br /> ASSESSMENT WORK PLAN <br /> ACE Equipment Maintenance Facility <br /> Assessor's Parcel Numbers 167-070-08 and 177-020-25 <br /> Stockton, San Joaquin County, California <br /> 1.0 INTRODUCTION <br /> This Work Plan is for a Phase 11 Hazardous Materials Assessment for the proposed location of the <br /> Altamont Commuter Express (ACE) Equipment Maintenance Facility in Stockton, California. The <br /> proposed facility will occupy two parcels, Assessor's Parcel Numbers (APNs) 167-070-08 and 177-020- <br /> 25 (site), along the west side of the Union Pacific Railroad (UPRR) main line between Homestead Canal <br /> and Walker Slough. This section of the main line is located east of several businesses located on S. El <br /> Dorado Street between S. California Street and Walker Slough. The site is shown in Figures 1 and 2 in <br /> Appendix A. The Work Plan has been prepared at the request of the San Joaquin Regional Rail <br /> Commission (SJRRC) (client). The purpose of the site work is to investigate potential soil and <br /> groundwater contamination resulting from historical and current use of the site as an active railroad main <br /> line and siding,and from the presence of three aboveground storage tanks(ASTs) located on the northern <br /> portion of the site. All work conducted by Condor will be under the supervision of a California registered <br /> geologist or engineer. This Work Plan includes project background information; a description of the <br /> field, laboratory, and reporting procedures proposed to conduct the work; and a project schedule. <br /> 2.0 PROJECT BACKGROUND <br /> The site currently consists of railroad sidings and spurs located along the west side of the UPRR main <br /> line south of downtown Stockton. Historically, the site has been used similarly for several decades. The <br /> SJRRC is proposing to use the site for the new ACE Equipment Maintenance Facility. The proposed <br /> facility consists of an approximately 94,000 square-foot maintenance shop/office building/storage area <br /> structure, a service island, and a train wash facility. The large multi-use structure will be located no <br /> closer than 350 feet north of Walker Slough on the southern portion of the site. The service island and <br /> train wash facility will be located on the central and northern portions of the site,respectively. <br /> Given the site history, there is the potential for soil and groundwater contamination resulting from <br /> railroad use and the possibility of accidents, spills, and equipment maintenance at the site. Elevated <br /> levels of asbestos may be present in the site soils resulting from asbestos-containing train brakes. Three <br /> ASTs are located on the northern portion of the site and constitute another potential source of <br /> contamination. One approximately 500-gallon AST is indicated as containing waste. The other two ASTs <br /> appear to have several thousand gallon capacities and their contents are not indicated. All three ASTs are <br /> located within a concrete secondary containment structure. Possible groundwater contamination <br /> associated with certain properties in the site vicinity(Figure 3,Appendix A)may also impact the site. <br /> 3.0 SCOPE OF WORK <br /> The purpose of the Phase II Hazardous Materials Assessment is to investigate potential soil and <br /> groundwater contamination resulting from the use of the site as an active railroad siding and from the <br /> presence of three ASTs at the site. <br /> Ikku <br /> �.a CONDOR <br />
