k" KLEINFELDER
1 EXECUTIVE SUMMARY
This is a report of Kleinfelder's Limited Phase I1 Environmental Site Assessment conducted at the
proposed March Lane Extension between the Southern Pacific Railroad (SPRR) and Holman Road,
located in Stockton, California (See Plate 1). HDR Engineering retained Kleinfelder on behalf of
the City of Stockton on September 28, 1998, to conduct a limited environmental assessment in
accordance with Kleinfelder's proposal titled "Limited Phase I and H ESA, March Lane Extension
to Holman Road, Stockton, California", dated June 22 1998 (File No. 20-YP8-165). This report
addresses Tasks E02 through E05 of that proposal. The following is a summary of those tasks:
♦ Task E02 Permitting and Pre-Field Activities
♦ Task E03 Geophysical Survey
♦ Task E04 Blossom Ranch USTs
♦ Task E05 Orchard Soil Sampling
The geophysical survey was conducted on October 22, 1998 to assess potential underground
storage tanks (USTs) locations within the proposed March Lane Extension traversing the
building area of Blossom Ranch. Based upon those findings and field observations by
Kleinfelder, two soil borings were advanced on November 23, 1998, in the building area of
Blossom Ranch (See Plate 3). A total of eight soil samples (four from each boring) were
collected at depths between about 6 to 31'/z feet below ground surface (bgs) and analyzed for
selected petroleum constituents (See Section 5.2). No petroleum constituents were detected in
the eight soil samples analyzed.
On October 22, 1998, five shallow soil borings were advanced along the March Lane Extension
(See Plate 2). A total of five soil samples (one from each boring) were collected and submitted
for analyses for selected agricultural chemicals.
The only analyte detected in the requested analyses from the five soil samples was-4,4'-DDE,
ranging in concentrations from 7.32 to 25.5 µg/kg (See Section 6.1).
Based on the results of the Phase II Environmental Site Assessment conducted on site,
Kleinfelder has the following conclusions and recommendations. For a more detailed discussion
of Kleinfelder's conclusions and recommendations, please refer to Section 6 of this report.
I. Kleinfelder does not believe that further investigation or mitigation is warranted with regards
to potential underground storage tanks north of the hulling shed or just southeast of the cinder
block addition in the vicinity of an asphalt patch area. However, in the event that an
underground storage tank is found during site development, the signatories of this report
should be consulted immediately.
20-3712-08.E02/2018R1090 Page 1 of 17
0 1998,Kleinfelder,Inc.
