WG][,
Soui tlh w es t, l in c.
the Sierra Nevada Province on the east and the Coast Ranges Province on the west.
Approximately 30 miles west of the site, the San Joaquin River joins the Sacramento River and
empties into the Suisun Bay. Continuing westward, waters of the Suisun Bay pass through the
Carquinez Straight and into San Pablo Bay north of San Francisco Bay.
The site lies at an elevation of approximately 10 feet above MSL in an area of relatively low
relief. According to groundwater monitoring reports for the adjacent Shell and Nustar
facilities, the anticipated groundwater flow direction is toward the southwest. The depth to first
groundwater is at approximately 8 feet below ground surface.
Geologically, the property is underlain by alluvial deposits of Quaternary Age, which in turn
overlie sedimentary rocks of Cretaceous to Tertiary age deposited upon crystalline basement
rocks. The USDA Soil Conservation Service (SCS) has identified the soil underlying the site as
URBAN LAND with unreported surface texture, drainage, and corrosion potential and
hydrologic characteristics. The USDA classifies this soil as meeting the requirements for a
hydric soil, having high corrosion potential and lists pH values ranging from 6.10 to 8.40.
EGBERT soils are considered poorly drained with a saturated zone, low hydraulic conductivity,
seepage and/or shallow depth to water.
4. SITE HISTORY/ADJACENT SITE HISTORY
Aerial photographs dating back to 1957 indicate that with the exception of Building 12, the site
has been undeveloped. The property was reportedly used by the Navy as an agricultural field.
Fire response and rescue materials have been and may currently be stored in Building 12.
Reportedly hazardous materials were at one time stored in Building 12. Parcel 12 is not listed in
any Federal or state databases.
There is little information available in the San Joaquin County Environmental Health
Department (SJCEHD) case files for the subject site. A work plan prepared by AGS Inc. for the
Department of The Navy, dated August 1999 was the only document that directly addressed the
subject site. There were no other records of environmental activity for Parcel 12.
According to additional information provided to WGR by the Port, after the results of the
relevant assessment were submitted, the Central Valley Regional Water Quality Control Board
sent a No Further Action Required (NFAR) letter dated November 16, 2000.
792.
