Hunter Street <br /> Stockton, CA. 95202 <br /> San Joaquin County Environmental Health Department (SJCEHD) has reviewed <br /> Final Report— Site Assessment UST Removal and Remediation dated <br /> September 24, 2004 and has the following comments. <br /> Due to the history of the site and the unique site-specific circumstances <br /> connected to this site, SJCEHD waited to comment on the report until <br /> discussions with the Central Valley Region Water Quality Control Board <br /> (CVRWQCB) were completed. <br /> On November 17, 2004, SJCEHD and CVRWQCB staff member James L. <br /> Barton met and discussed the site. <br /> In December 2003, an under ground storage tank (UST) was discovered and <br /> removed under SJCEHD permit and inspection. The soil beneath the UST was <br /> contaminated so the site was placed into the State Water Resources Control <br /> Board (SWRCB) Local Oversight Program (LOP) and the UST contamination is <br /> under the regulatory oversight of SJCEHD. SJCEHD, as the lead agency, <br /> utilizes CVRWQCB guidelines established for the investigation and remediation <br /> of UST contamination. <br /> Prior to discovery of the LIST, other areas of contamination at the site were found <br /> and the site investigations were done under boring permits issued by SJCEHD. <br /> SJCEHD did not comment on the work plan/investigation conducted by your <br /> consultant (EEC) for those areas of contamination. SJCEHD did not have <br /> regulatory authority to require additional investigations when low levels of <br /> chemicals were discovered and Unifirst discontinued additional investigation. <br />
