a '
UniFirst Corporation page 2
819 N. Hunter St, Stockton
Since the UST contamination was discovered, SJCEHD has commented on the
required investigation to determine the extent of the contamination from the UST.
SJCEHD discussed with the CVRWQCB that there were separate areas of
contamination at the site. Therefore, SJCEHD could refer the site to the
CVRWQCB for oversight now or SJCEHD could maintain oversight on the UST
contamination and refer oversight later. It was decided that since ground water is
shallow, a ground water investigation for the UST are would be required.
In order to determine if the chemicals detected in the shallow soil around the
UST have migrated laterally or vertically, you will be required to submit a work
plan for additional soil and a ground water investigation. The work plan should
include soil sample collection thru the UST pit area down to and thru the first
ground water beneath the site. Soil and ground water samples should be
collected in adequate numbers to support conclusions for migration limits or
potential.
As an 'unknown' UST, required investigations include soil and ground water
sample collection and laboratory analyses contained within the Tri-Regional
Board Staff Recommendations for Preliminary Investigation and Evaluation of
Underground storage Tanks Sites —April 16, 2004. Selected soil and all ground
water samples should be analyzed for the following:
• Gasoline by 8015m or 8260B
• Diesel by 8015m
• Volatile Organic Compounds (VOC) by 8260B
• Semi-VOCs by 8270C
• Oil & Grease by 1664A
• PCBs by 8082
• Title 22 Metals
SJCEHD requires monitoring wells be placed onsite. One of the monitoring wells
is to be placed in the former UST pit area and an adequate number of monitoring
wells should be installed around the site to provide for gradient and water quality
data collection points. The work plan should be submitted to SJCEHD within 45-
days.
SJCEHD will review the work plan and comment in writing. Once approved, a
boring permit application and $89 fee should be submitted to SJCEHD within 30-
days. Permit application forms are available on our website, www.sigov.org/ehd.
Follow directions under Forms and Well Permit Application (LOP) listings.
