E. SUMMARY OF PREVIOUS INVESTIGATIONS <br /> ♦ September 2010 — Limited Phase II, conducted by PTS on behalf of a potential purchaser of the <br /> property. PTS drilled 5 shallow borings and collected one soil sample from each. The soil samples <br /> were analyzed for halogenated volatile organic compounds (HVOCs), TRPH, and total petroleum <br /> hydrocarbons as diesel (TPHd). PTS reported impacts to the soil that are below regulatory levels. <br /> PTS concluded the following(excerpted directly): <br /> CONCLUSIONS <br /> Site activities appear not to have resulted in significant contanunation of soil or <br /> groundwater at the Site. It is our opinion that other known or possible conlaminalml sites <br /> in the vicinity are unlikely to have affected the Site properly. This judgnicut is based on <br /> our review of historical data,our undemanding of the status of known or potentially <br /> contaminated sites,the distances from potential silts of contamination to the project Site, <br /> and tlx:nature of the subsurface soils in the area. No violations or records of <br /> contautinatiou likely to have affected the subsurface at the site were found in our file <br /> review. No furllier work to assess possible contamination is recommended. <br /> ♦ July 2010-Phase I ESA, prepared by PEI. PEI concluded that there were the following issues; <br /> o The subject property was occupied by Valley Nitrogen Producers, a fertilizer manufacturer <br /> and distributor, from at least 1975 to 1981. It is unknown specifically what operations were <br /> conducted at the subject property. However, Valley Nitrogen Producers is listed at another <br /> location in Stockton as under investigation for potential "fertilizer, pesticides/herbicides" <br /> impact. This information raises the concern that Valley Nitrogen Producers'historical on-site <br /> activities could have impacted the subject property. Based upon the concerns regarding the <br /> historical usage of the subject property by Valley Nitrogen Producers,the recommended <br /> Phase II investigation for the subject property should also include analysis for pesticide <br /> and possibly fertilizer parameters. <br /> o Information from the EDR database indicates the western adjoining property,(former Wilbur- <br /> Ellis Co.) at 212 Industrial Drive, is identified as a SLIC site. SLIC database information <br /> indicates the potential contaminants of concern are "pesticides/herbicides", potentially <br /> affecting the soil; and the site status is "Open-Inactive" as of 1995. PEI's review of on-line <br /> Geotracker information did not find any further specifics; therefore, it does not appear that <br /> significant further investigation has been performed since 1995 by regulatory agencies. PEI's <br /> city directory review indicates that Wilbur-Ellis Co. may have been a farm chemical supplier <br /> in the 1970s and 1980s. PEI's review of the LUST case 2006 vapor intrusion report for the <br /> adjoining 212 Industrial Drive property found that the soil fumigant ethylene dibromide <br /> (EDB) was analyzed for three times(in 1999 and twice in 2005) in groundwater at that site, <br /> and was not detected at those times. However, that analysis involved only one pesticide <br /> compound. Given the proximity of this adjoining site and the lack of information <br /> available on the potential "pesticides/herbicides" concerns at this site, the adjoining site <br /> poses a potential REC to the subject property. Additionally, based upon the concerns <br /> regarding the historical usage of the subject property by Valley Nitrogen Producers (a <br /> fertilizer and possible pesticide distributor), the recommended Phase H investigation for <br /> the subject property should also include pesticide and possibly fertilizer parameters. <br /> Limited Phase II Environmental Site Assessment Report Pinnacle Environmental,Inc. <br /> 248 Industrial Avenue,Stockton,CA 95206 Page 9 <br />
