2008-2009— Metal recycler—petroleum products(lubricants, solvents) <br /> 2. Indications of Past Spills/Releases <br /> No specific records of spills or releases have been reported at 248 Industrial Drive. <br /> Prior records review and requests discovered two limited Phase 11 investigations had been <br /> completed at the subject property. These prior reports are summarized below: <br /> 1997 Limited Soil Sampling - That report was referenced (but not attached) in a 2008 <br /> Transaction Screen Assessment(TSA) issued by Lush Geosciences Inc. (LGI). According to <br /> LGI the 1997 report found total recoverable petroleum hydrocarbon(TRPH) impact of up to <br /> 1,900 parts per million (ppm) at 5 feet below ground surface (bgs) in boring B-1 near the <br /> asphalt-containing ASTs, 160 ppm TRPH at 10 feet bgs in boring B-2, and no TRPH impact <br /> in boring B-3 near the AST that stored diesel fuel. LSI indicated that no volatile constituents <br /> were found, but did not describe what analyses were performed. <br /> September 27, 2010 —Limited Phase II Subsurface Investigation Report completed by PTS, <br /> Inc., for Mr. Tony Nam (Alco Iron & Metal) and the U.S. Small Business Administration <br /> (SBA). The scope of work consisted of five soil borings to five feet bgs. Heavy petroleum <br /> hydrocarbons were found up to 1,100 mg/kg. No VOCs were detected. <br /> During PEI's Limited Phase II Subsurface Investigation (April 2012) and Addendum <br /> Subsurface Sampling(September 2012),PEI discovered impact to groundwater with low levels <br /> of volatile organic constituents (VOCs) in the area of the septic system on the eastern border of <br /> the subject property. In addition, two concrete patches in the building interior were noted to <br /> cover heavy-hydrocarbon impacted soil. <br /> 3. UST and AST Locations <br /> No specific evidence of past or present underground storage tanks (USTs) was noted. <br /> Leatherback Industries (an asphalt roofing plant) reportedly used three large (20,000-gallon) <br /> above ground storage tanks (ASTs) and a large (20,000-gallon) diesel fuel AST on the east <br /> side of the main building. Concrete pads associated with these ASTs are visible. Based upon <br /> 1994 site diagrams in agency files, and contemporaneous with the presence of ASTs, a large <br /> portion of the site was previously unpaved;therefore,the former ground surfaces (and possible <br /> past releases) are no longer visible in these areas. <br /> The on-site geophysical survey was completed by Sierra Nevada GSI (Sierra) in March 2012. <br /> Sierra found several radar anomalies, including four potential USTs, underground utilities, and <br /> two large septic tanks. Subsequent subsurface investigation of the geophysical anomalies <br /> indicated the former presence of two USTs near the southeast corner of the building (PEI, <br /> Limited Phase 11, April 25, 2012). <br /> 4. Maintenance Shop, Chemical Storage Areas <br /> The site is vacant. A former chemical storage area was located within the central <br /> portion of the northeastern side of the subject building.
