SITE ASSESSMENT WORK PLAN <br /> Industrial Property <br /> 248 Industrial Drive <br /> Stockton, California 95206 <br /> SECTION I-BACKGROUND <br /> A. SITE HISTORY <br /> The subject property was undeveloped agricultural land from at least 1913 until at least <br /> 1957. It was initially developed sometime between 1957 and 1963 with an industrial <br /> warehouse structure. An addition was apparently constructed in the early 1980s. The separate <br /> small northern office structure was also added in the 1980s. According to historical records <br /> reviewed(e.g., building permits, city directories, local agency files), the following tenants have <br /> used the subject property: <br /> Pre 1974—No historical records were found to adequately identify prior occupants. <br /> 1974—Stockton Elevators(city directory)—an apparent reference to grain storage <br /> 1975—Valley Nitrogen—Fertilizer distribution and/or manufacture <br /> 1983 - Roofing Products, Inc.—roofing felt and shingles manufacturing <br /> 1994 — Hollinee Corp (aka Leatherback) — roofing underlayment, roofing shingles <br /> manufacturing <br /> 2008—NICA Metals—Metals recycling <br /> The site is shown on the map of Figure 1. An aerial view is presented as Figure 2, and the <br /> existing site plan as Figure 3. <br /> 1. Historical Chemical Usage <br /> The historical use of chemicals is largely undocumented. Pinnacle Environmental Inc. <br /> (PEI) performed initial site visits in March and June of 2010. The property was vacant, with a <br /> number of piles of miscellaneous metal and construction debris noted throughout the property. <br /> During the on-site visit, various abandoned hazardous materials were observed on the property. <br /> These materials included primarily maintenance supplies (e.g., lubricating oil, paints, cleaners) <br /> in various sized containers (quart to 55-gallon) and in various locations, primarily within the <br /> main structure. No significant staining or spillage was observed in the hazardous material <br /> storage areas inspected. These materials have since been disposed. <br /> Potential chemicals associated with the historical uses are speculated below: <br /> Pre-1974 — Grain storage - petroleum products (fuel, lubricants), solvents, pesticides, <br /> fumigants <br /> 1975-1983 — Fertilizer distribution and/or manufacturer — ammonia, phosphorus, metals <br /> (heavy metals, sulfur, zinc), petroleum products <br /> 1984-2006—Roofing products manufacturer—petroleum products, solvents,metals <br />
