Site Name: Dana Structural Manufacturing, LLC <br /> Site Address: 1550 Industrial Drive, Stockton, California <br /> Year of Initial Development: 1993/1994 <br /> Summary of Phase I Environmental Site Assessment (ESA): In January 2010, ENVIRON <br /> conducted a Phase I ESA of the Dana Structural Manufacturing, LLC (Dana) facility in Stockton, <br /> California, which has been operating a truck frame manufacturing facility since 1993/1994. Prior <br /> to development, the site was used for agricultural purposes. The Phase I ESA identified the <br /> following recognized environmental conditions (RECs) and other areas of potential <br /> environmental concern at the site: <br /> • Potential Discharges from Below-Grade Sumps (Other Finding)—The facility <br /> maintains an approximately 5,415-gallon below-grade sump that provides secondary <br /> containment capacity for tanks in the on-site wastewater treatment plant. In addition, the <br /> facility maintains several smaller blind sumps throughout the facility that serve as <br /> secondary containment for chemical storage areas. <br /> • Prior Release Incidents (de minimis) —The facility has reported several past release <br /> incidents to regulatory authorities. These incidents were reported between 1997 and <br /> 2007 and generally involved releases of oil or oily water, paint resin, glycol, smoke dust, <br /> and water-based paint in quantities ranging from about 25 to 1,000 gallons. <br /> • Floor Staining (de minimis)— ENVIRON observed minor to heavy floor staining at <br /> various locations within the building, particularly in the wastewater treatment area and <br /> near the dip/coating area. Staining did not appear to extend to cracks or drains. <br /> • Damaged Hazardous Material Containers (de minimis) —At several locations, <br /> ENVIRON observed raw materials (e.g., hydraulic oil) and waste materials (e.g., used oil <br /> filters, used oil) stored in 55-gallon drums that were significantly dented. <br /> • Historical Agricultural Use of the Property (de minimis) —The site may historically <br /> have been used for agricultural purposes prior to its industrial development in <br /> 1993/1994. The former use of agricultural chemicals at the site cannot be ruled out. <br /> Conceptual Phase II Scope of Work: The scope of work described herein will be used to <br /> evaluate soil and groundwater conditions in the above areas. <br /> Task 1 — Investigation Planning <br /> Prior to conducting any subsurface work at the site, ENVIRON will mark all investigative <br /> locations in the field and will retain a private utility locator to clear boring locations within the <br /> Property boundary. Prior to initiating drilling activities at the Property, ENVIRON will also notify <br /> Underground Services Alert (USA), which will clear utilities at the Property boundary. It is <br /> expected that the required drilling permit may take one to two weeks to be issued following <br /> submittal of a work plan, permit application, and fees to the local agency. <br /> To address worker safety requirements, ENVIRON will prepare a project-specific health and <br /> safety plan for the investigation prior to initiating the subsurface work at the Property. All <br /> subcontractors are responsible for their own health and safety. <br /> 1 <br />
