Box 8038 <br /> Stockton, CA 95208 <br /> INCOMPLETE REPORT OF WASTE DISCHARGE, FOPPIANO RANCH AND PACKING <br /> SHED, LINDEN, SAN JOA Q UIN CO UNTY <br /> I have received the March 2003 Report of Additional Information prepared by Nolte Associates, Inc. <br /> and determined additional information is required because trihalomethane (THM) concentrations are <br /> not adequately characterized. <br /> The Report of Additional Information evaluated THM formation potential in the well water but did not <br /> address the hydrocooler water or the wastewater that will be discharged to the storage pond. Because <br /> discharge of wastewater with residual concentrations of chlorine and/or THMs has resulted in <br /> groundwater quality impacts that required groundwater remediation at other sites, such a discharge will <br /> not be allowed. Chlorine and THMs are not naturally occurring chemicals in the environment, <br /> therefore discharge of the chemicals to groundwater would constitute a degradation of groundwater <br /> quality and would not be consistent with State Board Resolution No. 68-16 (the Antidegradation <br /> Policy). Please provide the following information to complete the RWD: <br /> • A sample of the hydrocooler water that has been analyzed for THMs, residual chlorine, and other <br /> analyses required to design your pretreatment system. <br /> • Plans to allow pretreatment of the wastewater to prevent degradation of groundwater quality and a <br /> figure that locates the pretreatment equipment on the facility. <br /> Please submit the additional information by 20 June 2003.
