For the reasons given below, the Planning Commission <br /> hearing date will not be scheduled at this time. <br /> The attached comments were submitted by: <br /> ° Air Pollution Control District ( 5-5-89 ) <br /> ° Building Inspection Division ( 5-5-89 ) <br /> ° Environmental Health Division ( 5-17-89 ) <br /> ° Caltrans ( 5-5-89 ) <br /> ° Department of Public Works ( 5-18-89 ) <br /> The Department of Public Works recommends that application proces- <br /> sing be postponed pending preparation of special study to address <br /> the issues of traffic and utility services . Once the applicant <br /> submits the study, Planning staff will prepare the Initial Study <br /> to determine whether an Environmental Impact Report or a Negative <br /> Declaration would be the appropriate environmental document for <br /> this project. Preliminary comments on the study Scope of Work <br /> required by Public Works will be offered at the Development <br /> Committee meeting. <br /> A pre-application conference on this project was held September 14, <br /> 1989 . At that time Planning staff expressed the opinion that a <br /> truck wash, as a primary land use, was not appropriate in an H-S <br /> zone. Staff noted that a truck wash might be appropriate as an <br /> accessory use--to a truck service station, for example. The Site <br /> Plan submitted for the application has been revised to include a <br />
