The <br />following is a Hazard Survey Report relating to this tank. <br />History <br />The tank is approximately 3 feet deep, six feet tall, and 18 feet long, and is situated at the north <br />end of the Lube building, up against the inside face of the exterior wall. The tank is used to <br />store both used oil and various types of new oil, as well as transmission fluid and gear oil. The <br />tank has been identified by the San Joaquin County Environmental Health Department as one <br />requiring a hazardous waste tank assessment, in accordance with the Aboveground Petroleum <br />Storage Act and California Code of Regulations Title 22. The purpose of the assessment is to <br />ensure that the foundation, structural support, seams, and connections are adequately designed <br />and that the tank system has sufficient structural strength, compatibility with waste oil that is <br />transferred, stored, or treated and corrosion protection so that it will not collapse, rupture or fail. <br />Finn Design Group initially performed a visual observation of this tank in June of 2011. Our <br />survey focused on 1) the construction and condition of its materials, seams, connections and <br />corrosion protection, and 2) the adequacy of its support and seismic anchorage. We concluded <br />that while the tank structure (including materials, seams, connections and corrosion protection) <br />appeared to be in satisfactory condition, the tank was not seismically anchored to the building <br />slab, exterior wall, or foundation. In the event of an earthquake, the tank could be damaged to <br />such an extent that it could leak hazardous waste. <br />At your direction, in July of 2011 we prepared structural anchorage calculations and <br />construction documents for the seismic anchorage of the tank. Our design was based on the <br />current 2010 California Building Code. A review of our design was done by the City of Tracy, <br />
