The training records did not include the training required to be completed by each employee. <br /> Facility personnel shall complete a training program that teaches them to perform their duties in a way <br /> that ensures the facility's compliance with Title 22 regulations. This program shall be directed by a <br /> person trained in hazardous waste management procedures and shall include the following: <br /> - hazardous waste management procedures relevant to the positions in which they are employed <br /> - contingency plan implementation <br /> - emergency procedures, equipment, and systems, including how to maintain and test them <br /> - key parameters for automatic waste feed cut-off systems <br /> - communications or alarm systems <br /> - response to fire, explosion, or groundwater contamination incident <br /> - shut down of operations <br /> The training program shall be completed by each employee within six months of hire, prior to <br /> unsupervised work, and shall be reviewed annually.
