Former Columbo/Toscana B-`-ry - 2 - 12 October 2007
1444 S. Lincoln St., Stocktoi
1426 S. Lincoln St. submitted in August 2007) exist for your site. The 508 W. Charter Way
SCM is located in our file, and the 1426 S. Lincoln St SCM may be downloaded electronically
from Geotracker.
3. On the contrary, the SGIR should have identified the data gaps in the present investigation and
recommended submittal of a workplan for an additional investigation to fill those data gaps.
SGIR Figures 8 and 9 cross sections show that source area soil contamination was not defined
below 35 feet bgs in borings C4 and C5, while source area groundwater pollution is not defined
by the deepest monitoring well (MW-7D) at 75 feet bgs. A CPT-1 grab groundwater sample
was non-detect at 125 feet bgs. SGIR isoconcentration map (enclosed Figure 5) shows the
known lateral extent of the groundwater pollution. Therefore, you are to submit a workplan to
further define the vertical and lateral extent of petroleum hydrocarbons in the soil and
groundwater by 23 November 2007. The report of the additional investigation will be integrated
into a Feasibility Study or a Remediation Evaluation, which is discussed below.
4. The SGIR results show considerable mass of petroleum hydrocarbons in soil reside in the
source area above the water table. And groundwater concentrations reported in the SGIR and
302007MR significantly exceed several of the Waterboard's Water Quality Goals by up to
orders of magnitude. Although the complete extent of your identified plume has not been
determined, sufficient data exists to initiate remedial activities. As such, an active remedial
action is necessary to reduce mass in the source area. As such, you are to also submit a
proposal for soil and groundwater remediation, as either a Feasibility Study or a Remediation
Evaluation, by 1 February 2008. Include the results of the additional investigation in said
document.
If you have any questions, please call me at (916) 464-4615 or email me at
jbarton@waterboards.ca.gov.
James L.
