LINCOLN STREET, (COLUMBO/TOSCANA BAKERY, RB #390825) <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> I reviewed the Pilot Test Report (Report), received 15 February 2012 from Stantec, the lead consultant <br /> for the above sites. The Report provided the results of a Soil Vapor Extraction (SVE) and Air Sparging <br /> (AS) pilot test conducted from 12 through 16 December 2011 at the Chevron facility. Prior to the pilot <br /> test, one SVE well (VE-1), two AS wells (AS-1 and AS-2), and two piezometers (PZ-1 and PZ-2) were <br /> installed from 31 October 2011 to 4 November 2011. <br /> The pilot test utilized a mobile generator for power and mobile remediation trailers consisting of <br /> air/water separators, one liquid ring pump for vacuum to the SVE well, one thermal-catalytic oxidizer for <br /> vapor destruction, one rotary screw air compressor for the AS wells, and associated electrical control <br /> panels. Baseline monitoring and a step rate SVE test were concluded on day 1, the constant-rate SVE <br /> test ran from day 1 to day 3, a short circuit SVE test was conducted on day 3, three constant-rate AS <br /> tests (VE-1 with AS-1; VE-1 with AS2; and VE-1 with AS-1 and AS-2) ran from day 3 to day 5, and post <br /> remediation monitoring was conducted on day 6. <br /> The Report stated approximately 377.87 lbs. of total petroleum hydrocarbons as gasoline (TPHg) and <br /> 2.51 lbs. of benzene were removed in 78.2 hours of operations, at an average daily removal rate of <br /> 47.85 lbs. of TPHg and 0.62 lbs. of benzene. The radius of influence for SVE varied from 28' to 31'. <br /> The Report stated observed conditions during SVE/AS pilot testing confirmed that SVE/AS was more <br /> effective than SVE alone at the Chevron facility, and recommended a corrective action plan for <br /> SVE/AS. <br /> I concur to the results of the Report and the recommendation to submit a corrective action plan (CAP) <br /> for SVE/AS. Per the latest revised master schedule submitted to me on 15 February 2012 by Stantec, <br /> the CAP will be submitted by 19 May 2012. Please expedite the schedule where possible.
