Van Buren St. 8400 Maryland Ave. <br /> Stockton , CA 95206 St. Louis, MO 63105 <br /> CHANGE OF LEAD AGENCY, FILE REVIEW, AND REQUEST FOR WORK PLAN, <br /> FORMER COLUMBO/TOSCANA BAKERIES, 1444 LINCOLN STREET, STOCKTON, <br /> SAN JOAQUIN COUNTY (REGIONAL BOARD CASE # 390825) <br /> In a letter dated 31 August 2006, San Joaquin County Environmental Health Department <br /> (SJCEHD) transferred the regulatory agency lead to the Regional Board for the cleanup of <br /> petroleum hydrocarbons at the Former Columbo/Toscana Bakeries, 1444 Lincoln St., Stockton <br /> (Site, Figure 2A). Attached is a site chronology prepared by SJCEHD. Please address all <br /> future correspondence to the address in the header of this letter, and continue to send copies <br /> of written correspondence to SJCEHD. <br /> On 15 February 1994, two 4,000-gallon gasoline Underground Storage Tanks (USTs) were <br /> removed from the Site. The maximum soil confirmation result for the USTs removal was: Total <br /> Petroleum Hydrocarbons as gasoline (TPHg), 6,200 mg/kg. <br /> In February 1997, Metz Baking Company and their consultant SECOR advanced two soil <br /> borings, and analyzed soil and grab groundwater samples. One boring was converted to <br /> groundwater monitoring well (MW-1) and one boring was converted to a soil vapor extraction <br /> well. Maximum 1997 soil results were: TPHg, 13,000 mg/kg; benzene, 44 mg/kg; toluene, <br /> 480 mg/kg; ethylbenzene, 180 mg/kg; and xylenes, 910 mg/kg. Maximum 1997 groundwater <br /> concentrations were: TPHg, 190,000 Ng/L; benzene, 32,000 Ng/L; toluene, 41,000 Ng/L; <br /> ethylbenzene, 4,500 pg/L; and xylenes, 23,000 Ng/L. Two additional wells at the Site, MW-8 <br /> and MW-14, are the upgradient monitoring wells for the former Texaco station located directly <br /> north and adjacent to the Site, and had TPHg concentrations two orders of magnitude lower <br /> than the Site Investigation results. <br /> One dual-completion monitoring well (MW-7-S and MW-7-D) was installed in the former USTs <br /> location in October 1997 (Figure 2B). Maximum soil concentrations at MW-7 were: TPHg, <br /> 390 mg/kg at 34.5 feet below ground surface (bgs); benzene, 2,900 mg/kg at 46 feet bgs; <br /> Methyl tert-Butyl Ether (MtBE), 52 mg/kg at 34.5 feet bgs. <br /> California Environmental Protection Agency <br /> Za Recycled Paper <br />
