It was <br /> described by Mr. Kandathil the secondary containment was drained every 10-15 minutes into oil drums stored <br /> nearby. He stated approximately 3-5 drums were generated per shift. During the inspection the crusher was not <br /> running, nor was any oil removed from the secondary containment. The secondary containment overflows once <br /> every couple of days. <br /> All hazardous waste tanks shall be marked with the words"Hazardous Waste" and the accumulation start date. <br /> Immediately ensure that all hazardous waste tanks are marked with the required information. <br /> This is a Class II violation. <br /> 502 CCR 66265.192(a) Failed o comply with new hazardous waste tank system assessment requirements. <br /> Facility does not have a to ik assessment for the used oil tank under the filter crusher(Kruncher). The owner or <br /> operator of a hazardous w aste tank shall obtain a written assessment reviewed and certified by an independent, <br /> qualified, professional eng neer, registered in California attesting that the system has sufficient structural integrity, is <br /> acceptable for the transfer ing, storing, and treating of hazardous waste, and that the tanks and containment system <br /> are suitably designed. Immediately have an assessment prepared for the used oil tank under the crusher. Submit a <br /> schedule showing when this will be accomplished to the EHD. <br /> This is a Class I violation. <br /> 507 CCR 66265.195 Failed to onduct daily inspections of hazardous waste tank system and maintain records onsite. <br /> Inspections of the hazard s waste tank system was not performed and documented. The following items are <br /> required to be inspected a least daily: <br /> 1. overfill/spill control a uipment; <br /> 2. aboveground portion of the tank system to detect corrosion or releases of water; <br /> 3. data gathered from monitoring and leak-detection equipment; <br /> 4. outside areas of the tank system including secondary containment to detect erosion or signs of releases of <br /> hazardous waste; <br /> 5. for uncovered tanks, the level of waste in the tank. <br /> Immediately begin required inspections of the hazardous waste tank system, and document the items inspected. <br /> Submit a copy of the inspection log for the next 30 days to the EHD. <br /> This is a Class II violation. <br /> Page 11 of 15 <br />
