It was <br /> described by Mr. Kandat it the secondary containment was drained every 10-15 minutes into oil drums stored <br /> nearby. He stated appro imately 3-5 drums were generated per shift. During the inspection the crusher was not <br /> running, nor was any oil r moved from the secondary containment. The secondary containment overflows once <br /> every couple of days. <br /> Appropriate controls and practices shall be used to prevent spills and overflows from the tank or secondary <br /> containment systems. T ese include at a minimum: <br /> -spill prevention contr Is (e.g., check valves, dry discount couplings); <br /> -overfill prevention co trols (e.g., level sensing devices, high level alarms, automatic feed cutoff, or bypass to a <br /> standby tank); and <br /> - maintenance of suffi ient freeboard in uncovered tanks to prevent overtopping by wave or wind action or by <br /> precipitation. Uncovered t nks shall be operated to ensure at least 60 centimeters (2 feet) of freeboard, unless the <br /> tank is equipped with a c ntainment structure (e.g., dike or trench), a drainage control system or a diversion <br /> structure(e.g., standby to k)with a capacity that equals or exceeds the volume of the top 60 centimeters (2 feet) of <br /> the tank. <br /> Immediately implement a propriate controls and practices to prevent spills and overflows from the tank or secondary <br /> containment systems. <br /> This is a Class II violation. <br /> Page 12 of 15 <br />
