PHASE I ENVIRONMENTAL SITE ASSESSMENT <br /> 1.0 SUMMARY <br /> Aperio Inc. has been retained by Mr. Art Hand, Jr. Assistant Superintendent of the Lodi <br /> Unified School District(LUSD) to conduct a Phase I Environmental Site Assessment <br /> (Phase 1)for the site located at 9925 Lower Sacramento Road, Stockton, San Joaquin <br /> County, California, 95210 (see Vicinity Map, Figure 1, Appendix A). The Assessor's <br /> Parcel Number(APN) for the parcel is 070-140-32(Site). LUSD has proposed to build a <br /> new elementary school at the Site, tentatively named Podesta Ranch Elementary School. <br /> The school is expected to serve 826 students in a K-6 elementary school consisting of 34 <br /> new classrooms. <br /> The 11.70 acre parcel is currently a mechanically disced field. The southeast corner of <br /> the property contains a house, domestic water well, and garage. Historically, the <br /> remainder of the property has been used as agricultural land with evidence of an orchard <br /> existing at one time on the parcel. <br /> Sixteen (17)Federal,twenty six (26) State, and three (3) regional and local databases <br /> were searched to determine whether any recognized environmental conditions exist on <br /> the subject property. The search radius for this investigation extended to adjoining <br /> properties and properties within a search distance of one-eighth to one mile. The <br /> background and past uses of the subject property were investigated. Physical <br /> characteristics including the topography, hydrogeologic setting, and groundwater depth <br /> and flow direction beneath the subject property were researched. A site reconnaissance <br /> of the subject property and its immediate surroundings was completed as well. The data <br /> pertinent to this investigation can be found in the body of this document. The primary <br /> investigator for the assessment was David Wood, California Professional Geologist# <br /> 6532 and Hydrogeologist#802. <br /> 2.0 INTRODUCTION <br /> 2.1 Purpose <br /> The purpose of the Phase I is to partially fulfill the All Appropriate Inquiry (AAI) rule <br /> and to satisfy the three Comprehensive Environmental Response, Compensation and <br /> Liability Act(CERCLA) defenses: innocent landowner, bona fide prospective purchaser, <br /> and contiguous property owner. <br /> The new AAI rules will initiate an update of the latest revision of the American Society <br /> for Testing and Materials (ASTM) E1527-05. ASTM is in the continuing process of <br /> revising E1527 to bring the process in line with the developing federal rule. <br /> The purpose of this report is to "identify conditions indicative of releases or threatened <br /> releases...of hazardous substances, as defined in CERCLA 101(14)" as described under <br /> Phase I Environmental Site Assessment <br /> Proposed Podesta Ranch Elementary School <br /> December 5,2006 <br /> Page 4 of 4 <br />
