• North of the property, across Whistler Way, is a residential development. <br /> • The eastern edge of the property is bounded by fallow land with commercial <br /> enterprises in the distance. The City of Stockton has an operating water well <br /> approximately 200 feet to the southeast. <br /> • To the south of the Site is fallow land running to Bear Creek. <br /> • No hazardous materials or evidence of hazardous materials were noted on any <br /> adjacent properties or at any of the nearby commercial enterprises. <br /> • A series of natural gas pipeline valves and monitoring equipment lies at the <br /> junction of Lower Sacramento Road and Bear Creek. The Pipeline Risk Study <br /> completed for the Site determined that this pipeline, owned by PG&E, is an <br /> insignificant risk to the Site. <br /> 8.0 CONCLUSIONS AND RECOMMENDATIONS <br /> After a thorough review of Environmental Databases,Aerial Photographs, Historic <br /> Topographical Maps, oil and water well information and a Site Reconnaissance, Aperio <br /> Inc. has determined there to be recognized environmental conditions (REC's) on the <br /> subject property. They are: <br /> • Lead based paint outside and inside the house and garage as determined by the <br /> report detailed in Section 5.7 above and 2005 sampling by Wallace-Kuhl and <br /> Associates. <br /> • A 55 gallon drum in the garage with unknown contents to be disposed of properly <br /> in the demolition of the buildings. <br /> • A potential environmental concern of the demolished barn that is no longer on <br /> Site. The barn most likely was painted with lead based paint(similar to the house <br /> and garage) and may be a source of other environmental issues. <br /> • The domestic water well needs to be destroyed according to state and local rules <br /> and regulations. <br /> • The potential for methane and hydrogen sulfide soil vapors due to the fact that the <br /> Site is above a historic gas field. <br /> Due to the factors listed above, Aperio Inc. recommends: <br /> • That the current buildings and water well be demolished and the debris disposed <br /> of appropriately to the proper waste disposal facility. <br /> • Due to the Site being a proposed school Site,further soil sampling should occur in <br /> the format of a Preliminary Environmental Assessment (PEA). This sampling <br /> should focus on the former agricultural fields on Site, around the buildings and in <br /> the location of the former barn to determine if and/or to what extent <br /> Organochlorine Pesticides (OCP's), lead based paint and possibly hydrocarbons <br /> (in the garage) have impacted the Site. <br /> • Conduct soil vapor sampling for methane and hydrogen sulfide to determine if or <br /> to what extent soil vapors may be present at the Site. <br /> Phase I Environmental Site Assessment <br /> Proposed Podesta Ranch Elementary School <br /> December 5,2006 <br /> Page 14 of 14 <br />
