either the house or garage. Lead based paint was found both inside and outside of the <br /> house and the outside of the garage. This report is enclosed in Appendix H. <br /> 6.0 INTERVIEWS <br /> Interviews with the landholder were not completed due to LUSD having purchased the <br /> property prior to Aperio Inc.'s involvement and the previous owners were not located. <br /> The 2003 Phase I conducted an interview with the current property owner, Mrs. Bernice <br /> Foppiano. She and her family had owned the property since the late 1920's. She <br /> described the property as "mainly supporting hay crops" and "had no recollection of any <br /> organochlorine pesticides or organophosphorus pesticides being applied". Mrs. Foppiano <br /> also explained that no agricultural chemicals "have not been and are not currently stored <br /> or mixed on the subject property." <br /> 7.0 SITE RECONNAISSANCE <br /> Aperio Inc. conducted a Site Reconnaissance on November 9, 2006. The majority of the <br /> Site was a recently disced field. LUSD had erected an eight foot high chain link fence <br /> surrounding the property and a local weed control company's equipment was inactive, <br /> but on Site, during the time of the Site Reconnaissance. The following was observed: <br /> • A vacant wood framed stucco house which had been heavily vandalized (graffiti, <br /> no windows, interior damage to walls, etc) was on Site. (See Appendix E , <br /> Photographs). <br /> • A wood framed garage contained a variety of clutter, primarily wood, and one 55 <br /> gallon drum with unknown contents. No staining was noticed on the dirt floor of <br /> the garage, however the adjacent room attached to the garage was stained. <br /> • The domestic water well was disconnected. <br /> • A pole mounted transformer was near the house. It was clearly marked "No <br /> PCB's". Sampling by WKA from an unreported sampling event in April of <br /> 2005, confirmed the absence of PCB contamination from underneath the <br /> transformer. <br /> • The Site's boundaries were clearly marked with three foot high wooden lath <br /> surveyor stakes and an eight foot high chain link fence. <br /> • No evidence of UST's were found. <br /> • The septic/sewer main at the house was located on the west side but no septic <br /> tank, leach field or sewer connection was found. <br /> • No hazardous materials or evidence of hazardous materials were noted on the <br /> property. <br /> • High voltage power lines are located along Lower Sacramento Road and <br /> approximately 1500 feet from the Site. The Pipeline Risk Study for the Site <br /> determined that" no overhead or underground [electrical] transmission lines were <br /> . . . of a concern" at the Site. <br /> A survey of the adjacent and neighboring properties was completed on November 9, 2006 <br /> and the following was noted: <br /> • The properties to the west and south east were rural residences. <br /> Phase I Environmental Site Assessment <br /> Proposed Podesta Ranch Elementary School <br /> December 5,2006 <br /> Page 13 of 13 <br />
