DRAFT
well as storm water sampling and analysis requirements, in accordance with the GENERAL
PERMIT.
2.1 Storm Water Monitoring Plan Objectives
The primary intent of the GENERAL PERMIT's Storm Water Monitoring Program is to meet
the following objectives:
1. To ensure that practices implemented by the QBR to control pollutants in the
facility's storm water discharges are routinely evaluated and revised to meet
changing conditions;
2. To aid in the implementation of the QBR=s Storm Water Pollution Prevention Plan
(SWPPP); and
3. To measure the effectiveness of the QBR's operational management practices (i.e.,
Best Management Practices or BMPs) in reducing and/or eliminating pollutants in the
facility's storm water discharges.
QBR=s M&RP has two primary objectives. First, to develop, and assist QBR personnel in
the implementation of management practices which are designed to minimize the
introduction of pollutants into storm water runoff from the QBR=s site. Second, to monitor
and evaluate the effectiveness of QBR=s Best Management Practices (BMPs) in
controlling the introduction of identified industrial pollutants into storm water runoff from
wood product manufacturing activities.
QBR will accomplish these objectives through a three-tier evaluation and monitoring
process:
2.1.1 Weekly Facility Inspections Reports
QBR personnel are required to inspect the facility on a daily basis, and, at
the minimum, document the inspection findings once a week. The intent of
the weekly facility inspections is to verify the status of QBR=s SWPPP BMPs.
These inspection reports shall be used to assess and demonstrate QBR=s
level of compliance with the monitoring requirements of the GENERAL
PERMIT and to evaluate the effectiveness of the QBR=s BMPs and pollution
prevention efforts.
2.1.2 Monthly Wet and Dry Condition Observation Reports
CATEMMMPREV2.doc Section 2-35
