DRAFT <br />In accordance with the requirements of the GENERAL PERMIT, QBR will <br />conduct monthly wet condition (i.e, wet season) observations of the site=s <br />stormwater discharge locations to qualitatively assess the condition of the <br />facility's storm water runoff. Additionally, QBR will conduct monthly non - <br />storm water discharge (NSD) observation inspections during dry weather <br />conditions to verify that the site does not discharge non-stormwater offsite. <br />2.1.2.1 :Wet Condition Observation Requirements <br />Each month during at least one rain storm event, which is preceded by a <br />minimum of three working days of dry weather conditions (i.e., no offsite <br />discharge) and which produces a significant storm water dischargel , QBR <br />personnel shall visually observe the storm water runoff (discharge) at all <br />storm water discharge locations. Visual observations shall be made during <br />the first hour of the storm event, during scheduled operating hours and <br />then only during daylight hours. <br />In addition to monitoring the site's storm water discharges, each participant <br />will also identify, monitor and describe any storm water run-on from offsite <br />sources. Visual observations of storm water run-on may be made at any <br />time during the storm event and/or up to one (1) hour after the storm event <br />has ceased, during scheduled operating hours. <br />2.1.2.2:Non-Storm Water Discharge (NSD) Observation Requirements <br />During dry weather conditions, visual observations shall be made at all storm <br />water discharge locations to determine the presence of unapproved non - <br />storm water discharges. Monthly NSD observations are to be made during dry <br />(no precipitation for at least 48 hours) weather conditions. In the event that <br />the presence of an unapproved non -storm water discharge is found (i.e. <br />presence of flows, stains, sludges, odors or other abnormal conditions), QBR <br />personnel shall be responsible for taking corrective action to identify and <br />eliminate the illicit discharge of non -storm water to the storm water drainage <br />system. In the event that the observed NSD is an approved NSD in <br />accordance with Section D.1.a of the GENERAL PERMIT2 and Section 1.5 of <br />1 A " Significant Storm Water Discharge" is defined as a continuous discharge of storm water for approximately <br />one hour or more preceded by at least 72 hours (three days) of dry (no rain) conditions. <br />2 Approved non -storm water discharges are limited to landscape watering and irrigation drainage, fire hydrant <br />flushings, atmospheric condensates, potable water sources, ground water, and/or sea water infiltrations which do <br />c:\TEMP\sMPREv2.doc Section 2-36 <br />
