I dropped off a copy of analytical result of water from storm drain and pond. <br />Spoke with Mr. Bailey again. I advised him to sample the soil in the pond and the storm drain. I also <br />informed him that Mr. Gonzales, Production Manager for QBR, gave 2 different answers on the <br />management of waste water from part washing. When I asked him on 11/5/97, he told me that the waste <br />water was used in steamer for part washing. On 11/6/97, he said he did not know what his guy did. <br />The water from the part washing equipment was white and milky; the water in steamer is clear to gray; the <br />water from part washing might not be used in steamer. <br />Mr. Bailey informed me that he was there last week, and he did not think that they used the waste water in <br />steamer either. I asked to inform us if MUD would collect sample from storm drain pond and/or sewer <br />line. <br />Discussed the inspection report with DW. He recommended that I sent referrals to Cal -OSHA. <br />Spoke with Mr. Hu of Asbestos TEM Lab <br />Prepared referral to Cal -OSHA. MK <br />11/7/97 <br />The tonnage for 1995 was 57 tons. <br />The tonnage for 1996 was 72 tons. <br />The permit issued in 1997 is for 25-50 tons. <br />Submit 5021 to Acct to change category to 50-250 tons and asked Nora to bill for the difference. She <br />claimed that the current category is 5-25 tons; somebody called to have her change it without 5021. She <br />does not want to send it without letting them <br />know first. I told her I would. I agreed to mail the invoice with the letter of explanation. <br />Spoke with Mr. Bailey of MUD. He discussed the hazardous waste storage area, the possibility of asbestos <br />getting into storm drain and pond, and the possibility of dumping the waste water from part cleaning into <br />sewer. <br />I recommended that MUD samples the sewer and the dirt, not water, in pond. I also informed Mr. Bailey <br />to advise EHD if he and MUD will do it. MK <br />11/12/97 <br />MF sent referral to Cal OSHA via certified mail. MK <br />11/17/97 <br />Returned Joseph Moreno's call regarding the lab result. He claimed he talked with the labs and none of <br />them knew what he was talking about, (this is regarding the % of asbestos in sample). I told him that I <br />already talked with the lab representative. It's next to impossible to convert it to %. I advised him to have <br />the soil from storm drain and pond sample, this time, have the result reported in percentage. I told him that <br />the pond belongs to the city, he needed to talk to Mr. Bailey prior to having sample taken. He asked me <br />what percentage I was looking for. I told him that 1%. I told him to call me regarding that sampling; I <br />want to be there when it happens. He agreed. He told me that the pond should be okay. I told him that the <br />water sample might not be from the pond since the pond was fenced. He insisted it was. I reiterated that <br />he needed to contact Alex Bailey of COSMUD for pond soil sampling. I also told him to contact me on <br />that sampling. When asked, he said he would collect samples, I told him he or his men never had training. <br />He then told me that the lab would. MK <br />11/17/97 <br />
