<br /> Mr. Leacox has over twenty years experience as an engineering and professional
<br /> geologist, discipline leader, manager and technical advisor for a wide range of civil and
<br /> environmental projects. Throughout his career he has managed large multidisciplinary
<br /> programs and projects in northern and southern California, Nevada, Washington and
<br /> Idaho. Program and project management includes preparing resource utilization plans,
<br /> developing and overseeing budgets, managing staff and resolving conflicts. Large
<br /> programs include civil design projects, large siting studies for civil projects, development
<br /> of divestiture and purchasing strategies for large scale property transfers, remediation of
<br /> contaminated sites, groundwater resource assessments, contaminated groundwater
<br /> characterizations, geologic, engineering geology, site characterization studies, and
<br /> geotechnical and marine exploration investigations. Mr. Leacox has significant
<br /> experience with RCRA and CERCLA, as well as with the California Department of Toxic
<br /> Substance Control (DTSC) on projects under clean up and abatement orders,
<br /> administrative orders, as well as site conducted under the Voluntary Cleanup Program.
<br /> Many of these projects have been successfully closed by DTSC. Mr. Leacox also has
<br /> significant experience with the California Regional Water Quality Control Board,
<br /> particularly in the Titles 22 and 23 arena, as wells as those conducted under other
<br /> RWQCB programs implemented under the Porter Colonge Act.
<br /> Specific projects include characterization of contaminated drum storage sites in
<br /> California and Washington, National Priority List (NPL) and superfund projects under
<br /> guidance from the Federal Environmental Protection Agency and DTSC, emergency
<br /> response contracts for California Department of Transportation (Caltrans), Department
<br /> of Defense Sites that include unknown contaminants, unexploded ordinance (UXO) and
<br /> radioactive contaminants in California, Nevada, Washington and Hawaii. As an
<br /> engineering geologist hea has also worked on roadway and bridge projects, civil design
<br /> of municipal facilities, permitting of discharges to land in California, pond closures, siting
<br /> studies for landfills and large construction projects, borrow source investigations, and
<br /> site characterization investigations for landfills. Mr. Leacox managed large pond closure
<br /> and wastewater remediation, and wastewater evaporation system projects. He has
<br /> designed, installed, and operated free-product recovery systems; designed and
<br /> implemented monitoring programs for site characterization studies; and designed and
<br /> implemented subsurface exploration programs for groundwater resource investigations.
