Mr. Leacox developed a working experience with the California <br /> Code of Regulations, Titles 22, 23 and 27, and working relationships with the regulators <br /> in California, Nevada and Idaho. <br /> Mr. Leacox has had managing responsibility of the $4.5 million contract with Beale Air <br /> Force Base, $1.5 million contract with the National Park Service, and $4.5 and $1.5 <br /> million contracts with a private clients to permit discharges to land under with Waste <br /> Discharge Requirements in California, large groundwater contamination remediation <br /> projects, as well as other large multidisciplinary contracts. Mr. Leacox also developed a <br /> project management training program to identify, teach and develop new project <br /> managers while at his previous employer. Mr. Leacox also operated as the Health and <br /> Safety Officer for the Central Valley and Nevada Operations of his former employer. <br /> Representative Projects <br /> Multidisciplinary Project, Beale Air Force Base, California - Program manager for <br /> multidisciplinary $4.5 million contract at Beale AFB, California. Representative tasking <br /> performed under the contract includes preparation of Closure and Post-Closure <br /> Maintenance Plans for Landfills 2 and 3, Preparation of Plans and Specifications for the <br /> closure of the landfills, construction inspection, preparation of an Air Toxics Inventory <br /> Report for the base, preparation of a Basewide comprehensive plan environmental <br /> assessment and a cultural resources management plan, design of replacement <br /> underground storage tanks for an AFEE's gas station, indoor air quality testing, <br /> investigation of offsite groundwater containing trichloroethene, and bioventing pilot <br /> studies at three sites. Responsibilities include client maintenance, conflict resolution, <br /> maintaining task schedules and budgets, quality control, and overall customer <br /> satisfaction. Projects include both DTSC and RWQCB oversight, preparation of work <br /> plans and reports, and regulatory negotiations. <br /> Remedial investigation and feasibility studies for Sierra Army Depot, Sierra Army <br /> Depot, Herlong, California- Project consultant and quality control manager for RI/FS of <br /> 14 sites at Sierra Army Depot for the U.S. Army Environmental Center. Project included <br /> the RI/FS of sites that included former demolition ranges, chemical handling facilities, <br /> active vehicle maintenance areas, fire training areas, and wastewater ponds. The <br /> Project concerns included UXO, potential for unknown chemicals, strong oxidizing fuels <br /> and propellants. Pond project included the development of an approach to characterize <br /> the sludge and soil within and beneath four inactive sewage ponds. The four inactive <br /> wastewater ponds at Sierra Army Depot required assessment to identify possible <br /> impacts from four unlined wastewater ponds that encompass approximately 8.5 acres. <br /> The ponds received predominately raw sewage from the base with occasional small <br /> quantities of industrial waste from base operations. The assessment included the <br /> collection of soil and groundwater samples, analysis of chemical data including a <br /> comparison of the metal concentrations to the background, and performance of a human <br /> health evaluation. Analytes included semi-volatile compounds, metals, pesticides, <br /> PCBs, and nitrate. <br /> Western Processing Superfund Site, Kent, Washington — Project geologist for <br /> characterization of the Federal Superfund site. The facility was a former Class I <br /> chemical disposal and drum recycling facility that included agent orange, solvents, <br /> strong oxidizers and corrosives, and hundreds of unknown chemicals. Project included <br /> characterization of the facility, as well as soil and groundwater contamination. <br />
