Diesel Impacted Soil Removal Report May 2010 <br /> California Army National Guard Armory <br /> Lodi, CA <br /> 1.0 INTRODUCTION <br /> This report was prepared by Oneida Total Integrated Enterprises (OTIE) on behalf of the California Army <br /> National Guard(CA ARNG)under contract W91238-09-D-0017,Delivery Order No. 0004 with the <br /> United States Army Corps of Engineers (USACE) Sacramento District. The report describes and <br /> documents the excavation and removal of soil impacted with diesel fuel at the CA ARNG Armory at <br /> 333 North Washington Street in Lodi, California(hereinafter referred to as the"site"). <br /> 1.1 PROJECT OBJECTIVES AND SCOPE <br /> The objectives for this project were to: <br /> • Delineate the lateral and vertical extent of diesel fuel impacted soil at the site and collect soil <br /> characterization samples in support of impacted soil removal and disposal; <br /> • Oversee excavation and removal of impacted soil,backfill the excavation to support its current use <br /> as an unpaved parking area, and dispose of excavated soil at a licensed impoundment with <br /> minimal disruption of the site's mission, in accordance with the December 2009 Removal Action <br /> Workplan–Diesel Impacted Soil, California Army National Guard Armory(Workplan),prepared <br /> by OTIE; <br /> • Prepare this report documenting those activities, suitable for submittal to the interested regulatory <br /> oversight agencies,which are the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB) and the San Joaquin County Environmental Health Department(SJCEHD); and <br /> • Achieve a finding of No Further Action(NFA)by the CVRWQCB and/or SJCEHD. <br /> To achieve these objectives,the scope of work consisted of: <br /> • Preparing and submitting the December 2009 Workplan,which was verbally approved by the <br /> CVRWQCB in January 2010; <br /> • Performing pre-characterization soil sampling in the diesel fuel impacted area to define the <br /> dimensions of the excavation; <br /> • Directing the excavation of impacted soils, as defined by pre-characterization soil sampling <br /> results,by a licensed excavation contractor; <br /> • Performing confirmation sampling to demonstrate that diesel impacted soils had been removed; <br /> • Overseeing the placement and compaction of clean fill within the excavation area by the <br /> excavation contractor; <br /> • Coordinating the transportation and disposal of the diesel fuel impacted soil with the excavation <br /> contractor and a licensed Class 11 impoundment; and <br /> • Preparing a report of findings. <br /> This report is organized as follows: <br /> • Section 2—Description of the site and history related to the diesel spill; <br /> • Section 3—Activities related to diesel impacted soil removal and associated sampling; <br /> • Section 4—Findings related to pre-characterization and confirmation soil sampling; <br /> • Section 5—Evaluation of confirmation sampling data; and <br /> • Section 6—Conclusions and recommendations associated with this removal action. <br />
