Diesel Impacted Soil Removal Report May 2010 <br /> California Army National Guard Armory <br /> Lodi, CA <br /> Figures summarizing soil analytical data, site photographs, field notes, laboratory analytical reports, and <br /> waste disposal documentation are provided as appendices to this report. Tables summarizing soil <br /> analytical results for pre-characterization and confirmation samples are presented within the text in <br /> Section 4.0. <br /> 2.0 SITE BACKGROUND <br /> This section provides background related to the site and diesel spill that has prompted the removal action <br /> documented in this report. <br /> 2.1 SITE DESCRIPTION AND HISTORY <br /> The site is located at 333 North Washington Street in Lodi, California(Figure 1;Appendix A). At an <br /> unspecified time prior to August 3,2009,when the SJCEHD was notified via California Emergency <br /> Management Agency Hazardous Materials Spill Report Control#09-5417, approximately 20-30 gallons <br /> of diesel fuel reportedly spilled from a CA ARNG vehicle parked in the gravel parking area in the <br /> northwestern portion of the site. Figure 2 (Appendix A)provides an aerial view of the spill area,which is <br /> in the back of the facility near the baseball field and adjacent to the fence and gate along North Stockton <br /> Street. According to the notice, CA ARNG personnel partially excavated the spill but staining remained <br /> after the removal action. The spill location was subsequently covered with plastic sheeting pending proper <br /> excavation,transportation, and off-site disposal of impacted soils. The spill location covers an area of <br /> approximately 10 feet by 15 feet(150 square feet). <br /> On September 9,2009, OTIE personnel visited the site to evaluate site conditions.A photograph of the <br /> spill area, covered with plastic as described above, is included in the photographic log(Appendix B). <br /> The CA ANG filed a"Notification of Hazardous Waste Discharge"report on August 3,2009 with the <br /> Department of Toxic Substances Control(DTSC)and the CVRWQCB pursuant to Health and Safety <br /> Code §25180.7. In a letter dated September 30,2009,the SJCEHD issued to the CA ARNG a"Notice to <br /> Abate Immediately"the diesel contaminated soil at the site. The SJCEHD has subsequently referred <br /> oversight to the CVRWQCB. The site has also been placed on the list of hazardous waste contaminated <br /> sites in San Joaquin County that is maintained by SJCEHD. <br />
