'
1830 West 38°i Avenue
Denver, CO 80217
REVIEW OF THE MONITORING WELL ABANDONMENT WORK PLAN, LEPRINO
FOODS COMPANY, TRACY, SAN JOAQUIN COUNTY
I have reviewed the 28 July 2000 Work Plan for Monitoring Well Abandonment(work plan) submitted
by HST GeoTrans (HST), on behalf of Leprino Foods Company(Leprino) for the Leprino facility in
Tracy. The work plan briefly outlines the procedures for abandoning two monitoring wells (MW-13 and
MW-15) at the facility. The work plan proposes removing existing pumps and other downhole
appurtenances and pressure grouting the wells with an appropriate sealant (bentonite or cement grout).
Leprino will grout the wells in conformance with the American Society for Testing and Materials
(ASTM) specification D5299.
The work plan does not provide detailed information on the well abandonment procedures to be used. I
have the following specific comments on this work plan:
1. Will the monitoring well casing be overdrilled or perforated prior to grouting?
2. The work plan states that the wells will be pressure grouted; however, it does not specify the
procedure to be employed. The grout should be tremied from the bottom of the casing to ensure that
bridging does not occur.
3. The surface completion and the uppermost portion of the casing and annular seal should be removed
and backfilled with clean fill and paved (if needed).
4. The work plan states, "The sealant design will consider compatibility of the abandoned well location
with future site use." The sealant design should primarily ensure that the well is properly and
completely sealed.
5, Well abandonment shall also be in accordance with San Joaquin County Environmental Health
regulations.
California Environmental Protection Agency
pia Recycled Paper
