LFC operates a <br /> groundwater extraction and treatment system to recover diesel fuel from the soil and groundwater <br /> resulting from leaking underground fuel lines. The purpose of the meeting was to tour the facility, <br /> observe the locations of the oil/water separator and monitoring wells, and discuss how to proceed to <br /> bring this project closer to completion. Following the tour of the facility, Mr. Robert Garcia, Director of <br /> Environmental Services for LFC joined the rest of us for a telephone conference. <br /> During the tour of the facilities, I noted that the site is heavily developed with potential access problems <br /> for additional remedial work. The original source of the pollution, underground diesel fuel supply lines <br /> from former aboveground tanks, has been removed along with the tanks. One aboveground tank exists <br /> in another area of the facility. I did not inspect this tank as part of the site visit,but it was in a secondary <br /> containment structure. <br /> The groundwater extraction and treatment system consists of three extraction wells with pumped water <br /> treated in an oil-water separator. The skimmed fuel collects in a barrel while the water is ultimately <br /> discharged into LFC's wastewater treatment system. This wastewater is piped to a dedicated treatment <br /> system adjacent to the City of Tracy wastewater treatment plant (WWTP),then discharged to the Tracy <br /> WWTP. The barrel collecting the recovered diesel fuel was empty; the oil-water separator had only a <br /> thin film of hydrocarbons on the collection side. Mr. Azevedo stated that hardly any oil had been <br /> recovered for the last several months, even though separate phase hydrocarbons (SPH)remain in two <br /> wells near the source area, MW-3 and MW-4 with 0.5 feet and 0.16 feet SPH, respectively. The primary <br /> extraction well, EW-2, was pumping at approximately 22 gpm. Water at the sample port contained <br /> diesel odor. The second extraction well closer to the source area,RW-5A,was only pumping at a couple <br /> gpm and had no diesel odor. Recent construction on the site included the installation of 20-foot deep <br /> caisons through the source area, which may be affecting the ability of the remaining fuel to migrate to <br /> the recovery well.
