R5-2003-0808 <br /> FOR <br /> LEPRINO FOODS COMPANY <br /> SAN JOAQUIN COUNTY <br /> The Leprino Foods Company(Discharger) owns and operates a food processing facility at 2401 <br /> MacArthur Drive in Tracy. The site includes an area south of the facility formerly known as the <br /> Mobil Bulk Oil Plant (Mobil), which the Discharger purchased in 1998. Groundwater, at a depth <br /> of about 10 feet, and overlying soil are polluted with total petroleum hydrocarbons as diesel <br /> (TPHd). The groundwater monitoring network at Leprino Foods Company includes monitoring <br /> wells on the Mobil site. The Discharger has installed a groundwater extraction and treatment <br /> system to control groundwater gradient and recover petroleum hydrocarbons, and is evaluating <br /> the use of bioventilation to accelerate aerobic decomposition of the pollutants. <br /> This Monitoring and Reporting Program(MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is designed to delineate groundwater pollutant plumes and determine <br /> whether remediation efforts are effective. Existing data and information about the site show the <br /> presence of TPHd emanating from the property under control of the Discharger. The Discharger <br /> shall not implement any changes to this MRP unless and until a revised MRP is issued by the <br /> Executive Officer. This MRP replaces the groundwater monitoring requirements listed in the <br /> MRP No. 5-00-833,which was issued on 24 August 2000. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> abandonment of any groundwater monitoring or extraction wells, the Discharger shall submit <br /> plans and specifications to the Board for review and approval. Once installed, all new wells shall <br /> be added to the monitoring program and shall be sampled and analyzed according to the schedule <br /> below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are 17 monitoring wells (including three Mobil wells) and three <br /> groundwater extraction wells at the site. Monitoring wells MW-13, 14, and 15 were abandoned <br /> in 2000 due to plant expansion. Recovery well EW-2 was connected to the groundwater <br /> extraction system in 2002 to provide additional hydraulic control of the groundwater plume. <br /> Wells MW-2, 7, 8, 9, and 10 shall be monitored quarterly for groundwater levels only. The <br /> groundwater monitoring program for wells MW-3, 4, 5, 6, 11, 14A, 16, 17, and 18,RW-1,RW- <br /> 2,RW-3 and any wells installed subsequent to issuance of this MRP, shall include the list below. <br /> Monitoring wells with free-phase petroleum product or visible sheen shall be monitored for <br /> product thickness and depth to groundwater only. Monitoring of product presence in monitoring <br /> wells shall occur on a monthly basis. If product is found in monitoring wells,product removal <br /> shall occur until no measurable product remains in the well. Sample collection and analysis shall <br /> follow standard EPA protocol. <br />
