MANAGEMENT CORP. <br /> Please Refer To: <br /> AEMC Job No. 82470 <br /> 19 October 1990 _. <br /> F <br /> Ms.Diane Frantzich <br /> Bureau of Fire Prevention <br /> 222 East Weber Avenue, Room 407 <br /> Stockton, California 95202 <br />"-' RE: PERMIT APPLICATION AND TANK REMOVAL WORKPLAN <br /> GLENBRL4R ESTATE, TRACY, CALIFORNIA <br /> Dear Ms. Frantzich: <br /> American Environmental Management Corporation (AEMC) is pleased to enclose a <br /> completed permit application and fee for the permanent closure of three (3) underground <br /> storage tanks (UST) located at Glenbriar Estate in Tracy, California. <br /> The following Workplan describes the methods and procedures to be used in the closure of <br /> the three underground fuel tanks. <br /> TANK PURGING PROCEDURE . <br /> All remaining product will be removed from the tanks and connected delivery piping. <br /> Delivery piping will be exposed by excavation, disconnected and drained into a storage ; <br /> drum. <br /> IF Following removal of remaining product, the tanks will be purged using dry ice at a ratio of <br /> - at least 15 pounds of dry ice for every 1,000 gallons of tank capacity. The dry ice will be <br /> introduced to the tanks through the fill pipes. The dry ice will be allowed to sublime and <br /> displace the atmosphere in the tanks for 30 minutes. A lower explosive limit (LEL) meter <br /> will be used to measure the concentration of vapors emanating from the tanks' vent pipes. <br /> The tanks can safely be excavated at 20% or less of the lower explosive limit. <br /> TANK REMOVAL ACTIVITIES <br /> AEMC will use a backhoe to remove shallow soil covering the tops of the tanks and will <br /> stockpile this soil onsite on a layer of Visqueen. The fuel lines to the dispensers will also <br /> be exposed. Once tanks have been exposed and are ready for removal, they will be purged <br /> with dry ice per County specifications. <br /> w The three USTs and associated lines will be excavated and removed from the site. AEMC <br /> will transport the tanks to Erikson, Inc., in Richmond, California, for disposal. The tanks <br /> will not be triple-rinsed before disposal.
