MacArthur
Tracy, CA 95376
In August 1994 Remcor conducted an environmental assessment at the above referenced site.
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) staff
present during the installation of monitoring wells at the site noted odor and
discoloration of the soil and ground water in the area where a former gasoline underground
storage tank (UST) was located. The site was placed in the Local UST Oversight Program
on August 24, 1994, based on PHS/EHD staff observations.
A report of the above work has not been submitted to PHS/EHD to date. A report discussing
the work performed and the soil and ground water sample results should be submitted to
PHS/EHD by March 1, 1995.
In addition pursuant to Section 2652 (d) of the California Code of Regulations, Title 23,
Division 3, Chapter 16 (Underground Storage Tank Regulations) reports are to be submitted
every three months (quarterly) until the investigation and cleanup of the site are
complete. The reports should be submitted to PHS/EHD and Central Valley Regional Water
Quality Control Board. The.content of the report should include the items listed on pages
A-3 and A-4 of Appendix A of Tri-Regional Board Staff Recommendations (enclosed) .
A ground water sampling event of the existing monitoring wells should be scheduled
immediately. Quarterly sampling of the monitoring wells should occur until the site
investigation and cleanup are complete. The information gathered during the sampling
event, the results of the analysis of the water samples, and the calculation of the ground
water gradient are necessary to evaluate further assessment and remediation actions. The
results of the sampling event should be included in the quarterly report which should be
submitted within 45 days of the sampling event.
Witnessing the sampling is an important, aspect of PHS/EHD oversight. Please notify
PHS/EHD staff 48 hours prior to sampling so they can be present. If you have any
questions or wish to schedule sampling contact Margaret Lagorio at (209) 468-3449.
Donna Heran, REHS, Director
Environmental Health Division
Margaret Lagorio, Lead Senior REHS Diane Moinson, REHS
Site Mitigation Unit Supervisor
ML
Enc.
C: Remcor
c: CVRWQCB - Beth Thayer
A Division oP San Joaquin Count.% Health Care Service.
