Training records on current employees were not found on site. Personnel who handle hazardous waste shall be trained within six months of assignment and take part in an annual review of the initial training received. At a minimum,the training program shall be designed to ensure that facility personnel are able to respond effectively to emergencies by familiarizing them with emergency procedures,emergency equipment, and emergency systems, including where applicable: 1. procedures for using, inspecting, repairing, and replacing facility emergency and monitoring equipment; 2. key parameters for automatic waste feed cut-off systems; 3. communications or alarm systems; 4. response to fires or explosions; 5. response to ground-water contamination incidents; and 6. shutdown of operations. The owner or operator shall maintain the following documents and records at the facility: 1. the job title for each position at the facility related to hazardous waste management, and the name of each employee filling each job; 2, written job description for each position listed above; 3. written description of the type and amount of both introductory and continuing training that will be given to each person filing positions listed above; 4. records that document that the training has been given to and completed by facility personnel. Training records on current employees shall be kept until closure of the facility. Training records on former employees shall be kept for at least three years from the date the employee last worked at the facility. Immediately provide employees with initial or refresher hazardous waste training. Submit a copy of the roster and the syllabus to the EHD. This is a repeat violation, Class II. 501 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. Facilities who generate more than 1000 kg of hazardous waste per month may store waste on site up to 90 days. The used oil tank and the waste coolant tank did not have up-to-date accumulation start dates. Since it cannot be determined how long the hazardous waste has been on site, immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest. Please provide an accurate accumulation start date to each tank. Submit a copy of the manifest to the EHD within 30 days. This is a minor violation. 502 CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements. Facility does not have a tank assessment for the used oil and antifreeze tanks on the in-service side of the facility. The owner or operator of a hazardous waste tank shall obtain a written assessment reviewed and certified by an independent, qualified, professional engineer, registered in California attesting that the system has sufficient structural integrity, is acceptable for the transferring, storing, and treating of hazardous waste, and that the tanks and containment system are suitably designed. Immediately have an assessment prepared for the 500 gallon used oil tank and for the 300 gallon antifreeze tank. Submit a schedule showing when this will be accomplished to the EHD.
