Personnel who handle hazardous waste shall be <br /> trained within six months of assignment and take part in an annual review of the initial training received. At a <br /> minimum,the training program shall be designed to ensure that facility personnel are able to respond effectively to <br /> emergencies by familiarizing them with emergency procedures,emergency equipment, and emergency systems, <br /> including where applicable: <br /> 1. procedures for using, inspecting, repairing, and replacing facility emergency and monitoring equipment; <br /> 2. key parameters for automatic waste feed cut-off systems; <br /> 3. communications or alarm systems; <br /> 4. response to fires or explosions; <br /> 5. response to ground-water contamination incidents; and <br /> 6. shutdown of operations. <br /> The owner or operator shall maintain the following documents and records at the facility: <br /> 1. the job title for each position at the facility related to hazardous waste management, and the name of each <br /> employee filling each job; <br /> 2, written job description for each position listed above; <br /> 3. written description of the type and amount of both introductory and continuing training that will be given to <br /> each person filing positions listed above; <br /> 4. records that document that the training has been given to and completed by facility personnel. <br /> Training records on current employees shall be kept until closure of the facility. Training records on former <br /> employees shall be kept for at least three years from the date the employee last worked at the facility. Immediately <br /> provide employees with initial or refresher hazardous waste training. Submit a copy of the roster and the syllabus to <br /> the EHD. <br /> This is a repeat violation, Class II. <br /> 501 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. <br /> Facilities who generate more than 1000 kg of hazardous waste per month may store waste on site up to 90 days. <br /> The used oil tank and the waste coolant tank did not have up-to-date accumulation start dates. Since it cannot be <br /> determined how long the hazardous waste has been on site, immediately contact a licensed hazardous waste <br /> hauler to dispose of this waste under manifest. Please provide an accurate accumulation start date to each tank. <br /> Submit a copy of the manifest to the EHD within 30 days. <br /> This is a minor violation. <br /> 502 CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements. <br /> Facility does not have a tank assessment for the used oil and antifreeze tanks on the in-service side of the facility. <br /> The owner or operator of a hazardous waste tank shall obtain a written assessment reviewed and certified by an <br /> independent, qualified, professional engineer, registered in California attesting that the system has sufficient <br /> structural integrity, is acceptable for the transferring, storing, and treating of hazardous waste, and that the tanks <br /> and containment system are suitably designed. Immediately have an assessment prepared for the 500 gallon used <br /> oil tank and for the 300 gallon antifreeze tank.
