INTRODUCTION
Scope And Purpose
This work plan was prepared as directed by Michael J. Infurna, Jr., Senior REHS
of the San Joaquin County Environmental Health Department as per his fax
communication dated March 26, 2003. The purpose and scope of this work plan
is to describe the manner in which we propose to discover and delineate the
extent of diesel contamination at a former asphalt plant at the subject site. The
information obtained will be used to develop a "corrective action plan". This plan
will subsequently be submitted for review and approval. As previously
discussed, Teichert Aggregates would like this effort to be classified as an in-
house "voluntary" clean up activity.
Site Location and Description
The site is located at the very end of South Macarthur Road in the City of Tracy,
CA. (see maps attached). The topography of the immediate area is relatively
flat-lying. The surface is alluvium consisting of lenticular mixture silts,
gravels, and sands. Depth to groundwater at the site is 90 feet as test by using
geo-sounding equipment.
Currently the site is being converted to agricultural use. The former
underground asphalt tanks and the related equipment have been removed. The
tank pit and adjacent areas have been left open for further investigation activities.
BACKGROUND
Summary of Activities and Previous Investigation
As a result of ongoing reclamation activities, piping and underground storage
tanks from a former asphalt plant operation were discovered on the site in early
2002. The tanks contained hardened asphaltic materials and water that had
accumulated on top of the material. After further research and conversations
with various agencies and environmental firms, it was determined that the tanks
would be considered exempt from current UST removal regulations because they
contained materials that were non-hazardous.
4
