SECOR conducted this investigation on behalf of the Metz Baking Co'mpany (Metz) in
response to a letter from the San Joaquin County Environmental Health Division(SJCEHD)dated October
30, 1995 requesting a Work Flan for a Site investigation. The scope of work performed was in ,general
accordance with SEC'OR's Work Plan dated December 14, 1995 submitted to and conditionally approved
by the SJCEHD.
The Site is a former Colombo/Toscana Bakery that was used by the San Francisco French Bread Company
(SFFBC)to produce and distribute baked food products (Figure 2). In February 1994,two 4,000-gallon
capacity underground storage tanks(USTs)were excavated and removed from the Site under the direction
of SEMCO. Two soil samples collected and analyzed from the base of the west end of the U ST excavation
at 13 feet below ground surface (bgs)were reported to contain total petroleum hydrocarbons as gasoline
(TPHg),toluene, ethylbenzene and xylenes at maximum concentrations of 6,300 milligrams per kilograms
(mg/kg),42 mg/kg,50 mg/kg and 310 mg/kg,respectively. Benzene was not reported above the laboratory
detection limit for these two samples. Three soil samples collected and analyzed from the east end of the
excavation and from beneath the former product lines were reported to contain low to nondetectable
petroleum-hydrocarbon concentrations.
REGULATORY AGENCY FILE REVIEW
SECOR obtained files at the SJCEHD in November 1995 to evaluate soil and groundwater conditions at the
Site and vicinity. Discussions with Ms.Turkatte of the SJCEHD indicated that the Site is in an area with
regional petroleum-hydrocarbon groundwater contamination and commingling plumes from different
properties. Files reviewed from the SJCEHD indicated that at least six properties in the Site vicinity were
identified as having releases of petroleum hydrocarbons (see Figure 2, Site Vicinity Map), including the
following properties:
• Texaco Service Station,440 West Charter Way
( Former ARCO Service Station#2168,441 West Charter Way
-) Transmission Shop, 515 West Charter Way
HASITIADMc arx
50090-011-02
90 NewMontgorner,y Street, Sante 620, Sari Francisco, CA 94105-4.503 (415)582-1548 (415)882-4406IA'
