Work Plan <br /> BB&J has prepared the following Work Plan for San Joaquin County Environmental Health Department <br /> to include a site history as well as the purpose and the scope of the proposed investigation. <br /> Site History <br /> Based on information provided to BB&J from various sources to include a permit obtained in 2007 for <br /> this property, the site was most likely agriculture prior to 1942. From approximately 1942 to 1944 a <br /> magnesium plant was in operation manufacturing component airplane parts and incendiary devices. <br /> The plant reportedly was idle between 1945 and 1950 and magnesium processing activities resumed in <br /> 1951 for the Korean War. In the mid 1950s the site was leased from the government by Western <br /> Pyromet for the production of titanium. <br /> In 1960, the property was purchased by Max Rouse & Sons who was operated a retail flea market <br /> business Buyers Bargain Barn during the 1960s. Best Products occupied the property in the 1970's to <br /> 1980's where fertilizer and pesticides were reportedly stored, bagged and distributed. Beginning in the <br /> early 1980's until the late 1990's, Biorecycling Technologies, Inc and Weaver Industries operated a green <br /> waste recycling and mulching operation. <br /> Assieh Development Corporation reportedly purchased the property in 2001 and began to develop the <br /> site by demolishing old structures, installing site utilities including storm water drainage and grading a <br /> portion of the site for future buildings. There are several large stockpiles of soil-like waste material as <br /> well as material that may be leftover from the demolition of the existing structures. <br /> Scope of the Proposed Investigation <br /> Pre-Mobilization <br /> BB&J will write a site-specific Health and Safety Plan (HSP) to address the scope of work and specific <br /> COC's at the Subject Property, and in accordance with the requirements outlined in the Occupational <br /> Safety and Health Administration (OSHA) Standard 29 Code of Federal Regulations. The HSP will be <br /> prepared for use only by BB&J employees (i.e., it is not intended for reliance by subcontractors or any <br /> other party); however, during BB&J's field safety meeting, a copy will be made available for <br /> subcontractor review prior to initiating the fieldwork. <br /> BB&J will contact California's local utility-clearance service contractor(s) (i.e., Underground Service Alert <br /> (USA)— North at 1-800-227-2600) at least 72 hours prior to start of field activities to mark the locations <br /> of underground utilities at and/or adjacent to the Subject Property.
