Lincoln St., Stockton <br /> I have conducted a preliminary case review and agree with the previous directions given by <br /> SJCEHD. Therefore, you need to comply with all SJCEHD directives given to date, including <br /> but not limited to: <br /> • By 31 October 2006, submit a workplan for an additional investigation to delineate the <br /> vertical and lateral extent of the petroleum hydrocarbon release to soil and <br /> groundwater. Include soil and groundwater analyses for petroleum hydrocarbons, the <br /> five fuel oxygenates, total lead, and lead scavengers ethylene dibromide and <br /> 1,2-dichloroethane. A report of the investigation, due 3 January 2006, shall provide <br /> conclusions and recommendations for additional investigation or remediation, if <br /> warranted. <br /> • Conduct routine quarterly monitoring of all monitoring wells. While nearby sites show a <br /> northern downgradient direction for groundwater, note that three monitoring wells (not <br /> two) are the minimum number required to determine the downgradient direction for <br /> groundwater. Since there may be commingling of petroleum hydrocarbons plumes from <br /> nearby sites, establishing the principal downgradient direction for groundwater is <br /> necessary to evaluate potential source areas for specific constituents of concern. The <br /> above-required workplan will also include a proposal for an additional monitoring well(s) <br /> to adequately characterize petroleum hydrocarbons at the Site. <br /> • Submit all documents (workplans and reports) and data in electronic format to <br /> Geotracker, as required by the State Water Resources Control Board. <br /> This transfer of lead agency should not cause or result in any delay in the ongoing <br /> investigation, monitoring or remediation of your release.
