i
Dolly Madison/Langendorf - 2 - 26 September 2006
1426 S. Lincoln St., Stockton
I have conducted a preliminary case review and agree with the previous directions given by
SJCEHD. Therefore, you need to comply with all SJCEHD directives given to date, including
but not limited to:
• By 31 October 2006, submit a workplan for an additional investigation to delineate the
vertical and lateral extent of the petroleum hydrocarbon release to soil and
groundwater. Include soil and groundwater analyses for petroleum hydrocarbons, the
five fuel oxygenates, total lead, and lead scavengers ethylene dibromide and
1,2-dichloroethane. A report of the investigation, due 3 January 2006, shall provide
conclusions and recommendations for additional investigation or remediation, if
warranted.
• Conduct routine quarterly monitoring of all monitoring wells. While nearby sites show a
northern downgradient direction for groundwater, note that three monitoring wells (not
two) are the minimum number required to determine the downgradient direction for
groundwater. Since there may be commingling of petroleum hydrocarbons plumes from
nearby sites, establishing the principal downgradient direction for groundwater is
necessary to evaluate potential source areas for specific constituents of concern. The
above-required workplan will also include a proposal for an additional monitoring well(s)
to adequately characterize petroleum hydrocarbons at the Site.
• Submit all documents (workplans and reports) and data in electronic format to
Geotracker, as required by the State Water Resources Control Board.
This transfer of lead agency should not cause or result in any delay in the ongoing
investigation, monitoring or remediation of your release. If you have any questions, please call
me at (916) 464-4615.
Sf
ames L. L.
