Lincoln St./Stockton CA <br /> Site Code 1156 <br /> Dear Ms. Turkatte, <br /> As we discussed on Friday; October 25, the Earthgrains Company has reviewed the information in <br /> the PHS-EHD files that you sent to us. Based on this information and on our review of <br /> leasing/occupancy information in our files, the Earthgrains Company does not believe that it is a <br /> responsible party in the petroleum contamination identified during the 1988 underground storage <br /> tank removal at the site at 1426 S. Lincoln Street. Because of this, we do not believe that it <br /> would be appropriate to submit a workplan to the PHS-EHD concerning this site. <br /> Specifically, while the Rainbo Baking Company of Sacramento operated a thrift store and depot <br /> at the site, neither they nor their parent company owned the site, nor were they occupying the site <br /> at the time of the UST removal.in 1988, This statement is based on the following information: <br /> 1. The current owner identified the Rainbo Baking Company of Sacramento as a previous <br /> occupant and the PHS-EHD letter dated September 30, 1996 was sent to Mr. George <br /> Beichner at Rainbo. However, the 1988 Tank Removal Plan lists the owner as Interstate <br /> Brands of Kansas City,,MO and the operator as Dolly Madison. We understand that the <br /> agency may have assumed that the Rainbo Baking Company of Sacramento is owned by <br /> Interstate Brands; however, the bakery is owned by the Earthgrains Company, formerly <br /> known as Campbell Taggart Inc. I have enclosed a copy of the Tank Removal Plan in <br /> Attachment 1. <br /> 2. According to our records, the Rainbo Baking Company of Sacramento operated a thrift store <br /> and depot at the above site between 1991 and 1994. Our lease term was from January 1, <br />
