LINCOLN STREET, STOCKTON, <br /> SAN JOAQUIN COUNTY, CALIFORNIA <br /> I reviewed the Final Remediation Plan (FRP), submitted 10 November 2008 by Mr. Kong's <br /> consultant Stratus Environmental, Inc. (Stratus). The FRP was submitted in response to <br /> CAO No. R5-2007-0725, Order#12, which states "Within 90 days of Regional Board staff <br /> concurrence with the proposed remedial action described in the Feasibility Study but no later <br /> than 1 November 2008, submit a Final Remedial Plan (FRP). The FRP must include a detailed <br /> description of the remedial actions to address cleanup of the entire groundwater plume and <br /> source area soils. The FRP shall also include a schedule to implement all remedial actions." <br /> Investigations to date show soil and shallow groundwater are impacted by the site underground <br /> storage tank (UST) gasoline release. In the third quarter of 2008, maximum groundwater <br /> concentrations were total petroleum hydrocarbons as gasoline (TPHg), 79,000 micrograms per <br /> Liter (ug/L); benzene, 620 ug/L; and methyl tert butyl ether (MTBE, upgradient monitoring well <br /> MW-7), 120 ug/L_ The FRP groundwater monitoring iso-concentration maps for first through <br /> third quarters of 2008 and geologic cross sections also provide evidence for a possible offsite <br /> source of the MTBE plume detected across the site and a deeper aquifer TPHg and benzene <br /> plume detected near MW-11. <br /> Soil vapor extraction (SVE) from soil at the UST area, air sparging (AS) in the shallow <br /> groundwater zone in and around the UST area, and natural attenuation for the dissolved MTBE <br /> and TPHg/benzene plumes in the mid-deep and deep groundwater zones are the three <br /> proposed FRP remedies. In order to expedite CAO compliance for the remediation phase, the <br /> remediation wells were proposed by the SVE/AS pilot study report recommendation/workplan, <br /> the workplan addendum provided final well locations that were approved by my 9 July 2008 <br /> letter, and the SVE/AS wells were installed prior to submittal of the FRP. The FRP includes the <br /> plans and specifications for the SVE/AS system with a schedule for installation of treatment <br /> system piping and equipment in January 2009, to comply with CAO Order #13, which states <br /> California Environmental Protection Agency <br /> �d Recycled Paper <br />
