<br /> I reviewed the Invoice and Budgeting Detail(Report) and Tables and Figures for the First Quarter 2010
<br /> Groundwater Monitoring Report (due 1 May 2010), each received 26 March 2010 as email attachments
<br /> and submitted by Mr. Kong's consultant Stratus Environmental, Inc. (Stratus) in response to a meeting
<br /> with Timothy Kong, and staffs of State Water Resources Control Board, this agency, and Stratus on
<br /> 25 March 2010. The Report provides cost estimates for six tasks to be conducted over the next
<br /> eighteen months, including line items for 1) weekly monitoring and maintenance of the SVE/AS
<br /> treatment system, 2) quarterly monitoring reports, 3) post-remediation groundwater remediation and
<br /> focused groundwater remediation (if deemed necessary), 4) post-remediation subsurface investigation,
<br /> 5) no further action report and public participation for site closure, and 6) well destruction and SVE/AS
<br /> treatment system decommissioning. The Tables and Figures provide the most recent monitoring data
<br /> collected from groundwater and the soil vapor extraction and air sparging (SVE/AS) treatment system.
<br /> The data show groundwater concentrations in the targeted remediation zone have declined up to two
<br /> orders of magnitude in monitoring well VW-1 for total petroleum hydrocarbons as gasoline (TPHg),
<br /> 1,800 micrograms per Liter (ug/L); benzene, 5.2 ug/L; toluene, 59 ug/L; ethylbenzene, 36 ug/L; and
<br /> xylenes, 330 ug/L; while SVE/AS treatment system influent vapor concentrations have declined two
<br /> orders of magnitude from startup in May 2009, down to TPHg, 18 milligrams per cubic meter.
<br /> I concur that the Report six tasks are necessary and appropriate to move the case towards closure. The
<br /> monitoring data indicates that a rebound test should be performed, to assess post-treatment
<br /> groundwater and soil vapor concentrations, and to determine the need for additional treatment. You are
<br /> to-cease-SVE/AS operations-immediately--and initiate a 4 month long-rebound test.(April —_July 2010)._
