<br /> I reviewed the Recommendation for Transfer of Ownership of Four Groundwater Monitoring Wells
<br /> (Report) received 8 February 2010 and submitted by Mr. Kong's consultant Stratus Environmental, Inc.
<br /> (Stratus). The Report provides groundwater data, isoconcentration maps of contaminants, and geologic
<br /> cross-sections linking sand units in the aquifer across four of seven nearby underground storage tanks
<br /> (USTs) sites, to support a conclusion that a neighborhood commingled USTs plume is separate from the
<br /> subject site plume in the middle and deep aquifer zones. The Report proposes transferring only deep
<br /> monitoring wells MW-10 through MW-13 to the four Commingled Plume Account (CPA) sites adjacent to
<br /> and upgradient to this site, and recommends a meeting between Stratus, the CPA consultant chosen to
<br /> represent CPA group for Chevron, ARCO, Unocal (Texaco), and Toscanna/Columbo Bakery (Sara Lee),
<br /> and Regional Board staff, to facilitate the wells transfer.
<br /> While Stratus makes a compelling argument for their request, transfer of ownership of monitoring wells
<br /> requires representatives of both the CPA sites and this site to come to an agreement. Please contact
