Doily Mad ison/Langendorf,Rake y - 4 - 18 June 2008
1426 S. Lincoln St., Stocki.)
s
approved AS and SVE wells named above during this phase or under a later FRP phase per the
CAO schedule.
4. It is my understanding through phone conversations with Stratus that you'wish to install the
remediation wells prior to submittal of the FRP, due to contractual requirements of the State
Water Resources Control Board Underground Storage Tank Cleanup Fund. Note that you have
a limited amount of State funding which cannot be increased at a later date. If you exceed that
funding before closure,.-you will be responsible to meet the requirements of the CAO regardless
of the source of funding.
i
5. As of this date, neither Stratus nor I have heard whether City of Stockton will allow a requested
variance to their requirement that monitoring wells not be placed in traffic lanes. Note that
Regional Board staff was notified by Stratus after the installation of MW-3 of the issue with the
well location and the City of Stockton, and Regional Board staff did not approve the current
location of that well. Therefore, the MW-3 well destruction option'is not approved at this time. If- Z
t City of Stockton provides a wnttendeniand to this office for well destruction, then approval for
that portion of the Workplan will be addressed in another letter from staff. 1
6. It is my understanding that talks have been initiated recently between the consultants and
neighboring responsible parties, to attempt coordination of the investigation and treatment of all
adjacent USTs sites. To facilitate future discussion on the matter with all parties, Regional Board
and SJCEHD staff are evaluating recent data to determine a course of action for the all sites in .
the neighborhood. At some future date to be determined, all parties for all sites may be invited to
participate in a meeting to discuss options to address these issues'
Please acquire the necessary well permits, and provide the SJCEHD and myself at least three working
days notice prior to fieldwork. If you have any questions,.you may contact me at (916) 464-4615,
or I can be reached by email at jbarton@waterboards.ca.gov.
JAMES L. L.
