The P G & E contact is Robert Saur and his mailing address is 3401 Crow <br /> Canyon Road, San Ramon, CA 94583. The property is owned by the City of Stockton and their <br /> mailing address is 425 N. EI Dorado Street, Stockton. <br /> On October 16, 2007, a PG & E subsurface transformer over-pressurized, caught fire and released <br /> an estimated 42 gallons of mineral oil into the subsurface vault. The transformer oil and water was <br /> removed from the vault and the surrounding area cleaned up. A small hole was observed by the <br /> EHD staff responding to the release and observing the clean up. The EHD was concerned that <br /> some of the oil may have been released to the soil surrounding the vault. The EHD referred this <br /> matter to your agencies in letters dated December 4, 2007. <br /> The P G & E hired Arcadis U.S., Inc. to investigate the soil which took place in November 2008. <br /> Because of multiple underground utilities surrounding the vault only one of five proposed shallow soil <br /> borings could be completed. Total petroleum hydrocarbons as mineral oil was not found in the soil <br /> samples from the boring, <br /> California Health and Safety Code (H & S Code) Section 101480 provides the county director of <br /> environmental health authority to supervise remedial action of simple wastes if requested by the <br /> responsible party and Section 101487 requires written notification be provided to the Department of <br /> Toxic Substances Control and the Regional Water Quality Control Board.
