F
Margaret Lagorio EH
From: Duncan Austin [daustin@waterboards.ca.gov]
Sent: Wednesday, September 24, 2008 11:12 AM
To: li Margaret Lagorio [EH]:
Subject: Re: PG&E Transformer incident on Lorraine Avenue, Stockton
i !
f
Hi Margaret, G
i
The ',:scenario you describe all sounds 'reasonable to me. I appreciate you and your staff's }
good work in making sure these spills,.are characterized and properly cleaned up!
Duncan
i
Duncan Austin, P.E.
Chief, Private sites Cleanup Unit I
Central Valley Regional Water
Quality Control Board
F
i
>>> !'Margaret Lagorio [EH] " <MLagorio@sjcehd_com> 9/22/2008 3 :23 PM >>>
Duncan,
I called Brett Stevens today, because '-he had some involvement in the above incident in
December 2007, and he said to contact ,.you. A vaulted PG&E transformer caught on fire and
oil was spilled onto the nearby street. It was cleaned up (street and vault) . when they
cleaned up the vault it was noticed that there was a small hole in the bottom. o£ the catch
basin in the vault. Our staff felt some oil may have escaped into the native soil beneath
the vault so they sent PG&E a notice to investigate further and copies to Regional Board
and DISC. PG&E 'wants to hand auger down to six feet and collect soil samples from 3 feet
and
6 feet to further investigate if there was a release to native soil.
They'„only want to analyze for TPH as mineral oil with silica gel cleanup. They had a lab I
analyze the oil released in December and the results were non detect for PCB's at 1 ppm so
they :are using that to support that there are no PCB's in the soil. If they find no TPH
in the soil samples they propose to collect, they want to enter into a local agency
cleanup agreement with us so that we will have the authority to issue a no further action
required letter. I want to make sure you are comfortable with this before I approve their
proposal. Do you have any concerns?
Margaret Lagorio, REHS
Program Coordinator Unit IV
600 E.
