Mar-20-97 09:26A Feb. P.06
18 February 1997
AGE-NC Proposal No. 1265(R)
Typically, the concentration of hydrocarbon vapor is.high during the first several months of the
extraction period. Therefore, we recommend using a thermal oxidizer that can process elevated
concentrations of hydrocarbon vapor during this initial period. This method of vapor destruction is
more economical than combustion using catalytic oxidizer with more limited vapor handling
capability, requiring dilution prior"to combustion.Upon reaching concentrations that would allow
combustion using catalytic oxidizer without dilution; a catalytic module will be installed in the
process stream or another unit with catalytic oxidizer will be installed on a later date.
Based upon our experience,it is difftcult.to estimate the actual operating cost-For example, the
natural gas consumption will, vary depending on the concentrations of hydrocarbon vapor recovered.
from the wells. The longer the thermal oxidizer can be operated under exothermic conditions, the
lower the supplemental.fuel expenses. Some estimates of operating costs are given in the following
section.
In-situ vapor extraction method has proven to bean effective method for cleanup of"soil impacted
with volatile compos, such as.gasoline in this case. Although technically feasible, it is cost
prohibitive to perform.the remediation until non-detectable levels of hydrocarbons have been
achieved.
4.0. COST SUMMARY
Based on the above-specified individual costs, the cost.for remediation activities for one year(12
months)is estimated to be 546,400.00 excluding utility hook-up and consumption costs.Based upon
a 6-month treatment period, the cost for remediation is estimated to be$28,450.00.Please be advised
that the remediation cost in the first year includes a signifieant amount for one-time installation/set-
up services.
Only a rough estimate of'ihe utility cost can be made at this time. Based on our experience, the
utility cost ranges approximately from 510;000,00to$15,000.00/year.
Disposal/recycling of recovered product or"knock-out"water.is not included in this cost estimate.
Based on our experience at remediation sites similar.to yours, the cost for these services should not
exceed 52,000.00/year.
v 'd a@Le 9% 6@Z ON 30V v4Q,%Jj WdZE°9 L65 t-6 t-£
