Charter Way, Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />ROUTINE HAZARDOUS WASTE GENERATOR INSPECTION <br />"Inspection conducted on February 9, 2011. Report completed on February 10, 2011. Checklist left on <br />site at time of inspection." <br />Class 11 violations- (7, 18, 20, 27, 31, 45, 60, 61, 62, 64, 85, 999) <br />7. Two unlabeled 5 gallon buckets of unknown liquid were observed in the wash rack. Spent absorbent <br />and oily sludge from the parts cleaners and skimmer waste is being disposed of at Altamont Landfill as <br />"non -hazardous waste." No hazardous waste determination has been made for these wastes. Any <br />person who generates a waste shall determine if the waste is a hazardous waste. Immediately make a <br />hazardous waste determination for these wastes, and manage them according the Title 22 hazardous <br />waste regulations. Submit a statement and supporting documentation explaining how this waste was <br />managed by March 12, 2011. <br />REPEAT VIOLATION <br />18. A 55 gallon drum of "paint waste" was observed with an accumulation start date of June 9, 2010. <br />Facilities who generate 1000 kg or more of hazardous waste per month or exceed 6000 kg of waste <br />stored on site at any time may only store waste on site up to 90 days. Immediately contact a licensed <br />hazardous waste hauler to dispose of this waste under manifest and submit a copy of the manifest to the <br />EHD by March 12, 2011. <br />20. Five red plastic bins of used absorbent were observed with incomplete labels (one with no <br />hazardous property or physical state, one with no hazardous property or accumulation start date, one <br />with no hazardous property, generator name & address, or accumulation start date, one with no <br />accumulation start date, and one with no generator address, hazardous property, or accumulation start <br />date). All hazardous waste containers shall be marked with the following information - <br />1. the words "Hazardous Waste" <br />2. name and address of generator <br />3. hazardous properties (flammable, corrosive, reactive, toxic) <br />4. physical state (solid, liquid, gas) <br />5. composition (contents) <br />6. accumulation start date <br />Immediately label these containers and ensure that all hazardous waste containers are marked with all <br />the required information.
